Chenzhou economic development Zone (hereinafter referred to as development zone) is implementing the strategy of developing high-tech industries being the center, and developing regional economy and modern service industry being the support. In order to accelerate the building of the development zone with advanced technology, to encourage the investors to set up projects in the development zone, to further improve capacity for scientific and technological innovation, and to forge the development zone into the center of Chenzhou hi-tech industries, measures are formulated and are based on the reality of the development zone as well as in accordance with the related laws and regulations and the policies of approving Chenzhou as a pioneer to set up a high-tech development zone.
I. Scope of application
1. High-tech enterprises which have registered in the development zone and approved by science and technology departments above the provincial level; and high-tech projects approved by provincial or national science and technology departments with independent intellectual property rights or independent products branches which are in line with the catalogue of The State’s Key High-tech Fields.
2. The first and second type of industrial enterprises which make investments to Xiangnan High-tech Industrial Park shall refer to such provision.
II. Land policies
3. Based on The National Standards for the Minimum Transfer Prices of Land for Industrial Purposes, no more than 30% discount of the lowest land transferring price with equivalent land grade is granted to new high-tech industrial projects with intensive land and the priority for preferential development. But the price shall be no less than the total costs of the land acquisition cost, and land development cost in the early stage and the related fees should be charged according to the regulations.
4. The enterprises among the top 500 abroad or the top 500 at home, and pillar industries with a fixed investment of CNY 100,000,000 or above can obtain their industrial lands on a case by case basis to study out the preferential land prices.
5. Specific measures: The investors pay land costs according to the policy, and then the development zone carries out "four accessings and one smooth" (accessing of municipal roads, electricity, telecommunications and drainage, as well as smoothing the land) and project guidance funds as rewards to offset part of the land costs for the enterprises based on the assessment indicators of the project objectives.
6. The development zone encourages the enterprises to raise the utilization rate of land through technical innovation. The enterprises will not be charged for increasing FAR (floor area ratio) or building density to increase building area by making use of existing land based on the premise that such land-use is consistent with urban and rural planning.
7. The investors are encouraged to build industrial parks in the development zone and exploit large-scale land. Specific issues shall be figured out through the negotiation between investors and the Management Committee of the development zone.
8. Before the enterprises settle in, the development zone should make sure that there is enough space in the construction land fringe for "four accessings and one smoothing " ( accessing of municipal roads, electricity, telecommunications and drainage, as well as smoothing the land).
III. Financial supporting policies
9. New industrial enterprises which have registered in the development zone can enjoy the supporting policies based on Administrative Measures of Industrial Guidance Funds for Promoting Industrial Innovation in Chenzhou Economic Development Zone. High-tech enterprises above the provincial level can enjoy such financial supports for 5 years.
10. Based on the document No 203 Notification of the Preferential Policies for Enterprise Income Tax of High-tech Enterprises issued by National Tax Bureau in 2009, enterprise income tax of provincial high-tech enterprise is collected at the tax rate of 15% the year when it begins to make profits.
11. The project approved and submitted by the Management Committee of the development zone and listed as a high-tech demonstration project of National Development and Reform Committee, or project in the Innovation Fund of Ministry of Science and Technology, can enjoy supporting funds and free of charge at a certain rate based on the laws.
12. Various authorized administrative fees are lowered for the enterprises in the development zone. Except that fees should be charged handed in to the state or the province, relevant fees collected based on the preferential policies such as Provisional Regulations on Promoting Investment in Chenzhou.
IV. The policies of bulidinging and leasing standard workshops
13. Under the flexible methods of unified planning, submitting once, itemized construction, and getting the certificate individually, the development zone or property developers are encouraged to build standard workshops through agency construction or unified construction to be purchased or leased for the investors.
14. According to the document No. 9 Notification of Issuing and Distributing Three documents such as Measures for the Implementation of Accelerating Undertaking Industrial Transfer and Promote the Development of Processing Trade in Chenzhou issued by Chenzhou Municipal Government in 2008, for the standard workshops built in the past, the enterprises can report them to Chenzhou Municipal Government with the assistance of the development zone. After the inspection, the enterprises can get subsidies based on the standard of 45 Yuan per square meter for two-floor buildings and 50 Yuan per square meter for buildings with more than 3 floors.
15. The supporting policies for the standard workshops construction are carried out based on Provisional Regulations on Promoting Investments in Chenzhou.
16. Leasing price of standard workshops in high-tech industrial parks: For the standard workshops which are built by the Management Committee of the development zone, the enterprise is free of rental for 3 months since the day settling in. After 3-month-free-retal period,, the leasing price is charged based on the preferential standard of 5.5 Yuan monthly per square meter. More favorable leasing prices will be granted to those enterprises leasing the whole unit of the standard workshops or enterprises with fixed investment capital of no less than CNY 5,000,000 or paying no less than 1,000,000 taxes annually based on a case by case policy.
17. Purchasing price of standard workshops in high-tech industrial parks: The bottom price of standard workshops built by the Management Committee of the development zone is 1, 500 Yuan per square meter.
V. Policies of introducing talents
18. Talents in various fields with intermediate technical professional titles are introduced to the development zone with their files and other related procedures handled by the Management Committee of the development zone. According to their own will, their relatives' household registration can also be transferred free of charge. Their children can enjoy preferential policy attending the neighborhood kindergartens or schools.
19. As for talents with new projects, new products, new technology or new craftworks into a certain scale, and talents who make great contributions to economic benefits, they can get a 30% of economic benefits innovation award which is granted to the enterprises talents working there.
20. If necessary, the Management Committee of the development zone handles temporary residence permit and exit-entry visa for foreigners, overseas Chinese, Hong Kong, Macao and Taiwan compatriots who make investments in the development zone.
VI. Supplementary articles
21. Economic indicators for enterprises as the basis of these Measures are subject to the data provided by Economic Development Bureau and Finance Sub-bureau of the Management Committee.
22. The individuals who get the rewards should pay individual income tax which is withheld and paid by the enterprises.
23. The enterprises and individuals who get supports and reward funds through fraud and deception will be disqualified to enjoy the preferential policies after the investigation. They should repay the supporting funds and reward funds in full amount.
24. These measures shall be subjected to interpretation by Economic Development Bureau of the Management Committee and shall enter into force on the date of promulgation.
25. Where any provision is inconsistent with present Measures, the latter shall prevail.
26. In the case of any provision hereof that is inconsistent with state laws and regulations, the latter shall prevail.
