Hunan Guiyang Industrial Park lies around the town area of the county, tending to surround the latter. With Guiyang-Jiahe High-Rate Road, Provincial Highway S322 and S214 running through it, 2 km away from the entrance to Xiamen-Chengdu Expressway, and 30-minute drive to Wuhan-Guangzhou Expressway, Beijing-Zhuzhou Expressway and Beijing-Guangzhou Railway, the traffic of the park is convenient,. Aiming at forging new Guiyang industrial city, it mainly absorbs projects of electronic information, light industrial machinery manufacture, energy chemical industry, foodstuff medicament, fine and further mineral products processing which meets the demand of industrial policy and environmental production. The park started construction in July of 2006 and was admitted into Hunan provincial industrial parks by Hunan People's Government in August of 2006. During recent years, county Party committee and county government, persisting in plan and layout from high starting-point, high-efficient operation, and high-standard service management, vigorously enhance the park construction and effectively propel the industrial agglomeration and development. One effort is to implement the park planning, carry out size enlargement application of the industrial park, contact and implement the work including regional environmental impact evaluation, feasibility analysis, mining resource coverage, geological disaster evaluation, land use conservation and intensiveness evaluation, organize related materials and report to provincial and municipal related departments; comprehensively accomplish detailed controllability planning of Changfu, Gonghe, Baoshan, Furong and Yanshan project areas. Another effort is to perfect the infrastructure in the park. The road construction under way in the park goes on well: Industry Boulevard 5km has entered the stage of road surfacing, the southern stretch of Changhong Road and Industry Road has accomplished the road base construction, meanwhile such projects has been started as Lijiadong Road 1.1km, Jinniu Road 1.07km and the widening of Kuangjin Road, and such facilities as water, electricity, signal and cable TV have been assorted in place for the areas within the reach of park road. The third effort is to construct the base to undertake industry transfer, seize the opportunity of being included in provincial pilot counties to undertake industry transfer and actively construct standard workshops, with 120 000  m²  of standard workshops newly built this year and 6 independent factory areas formed. The fourth effort is to persist in the conformity of park function and industry assorting, to specify function orientation, push forward differential development according to their own styles and actively to usher enterprises into the park. Take the activity of “Year for Strong Push to Project Construction” as the opportunity in 2009 to plan the implementation of 36 industrial projects in all, with 25 projects under construction, 19 projects ready for construction and 2 infrastructure projects ready for construction. The total investment reaches about 10 940 billion yuan and they, after the accomplishment, would result in 55 610 million yuan in output value, 2 777 million yuan in tax and 28 000 new jobs. Construction of huge industrial parks leads to increasingly apparent effects and moves toward perfect base, efficient service, industries chain and intensive development. Four special industry agglomerations in the park have come into basic form, leading by fine and further processing of mineral products, light industrial manufacture, energy chemical industry and food processing. Through big-pen planning, big-input construction, big-force business attraction, big-environment service, with the base for development consolidated and park quality promoted, the industrial park is being forged into an industry transfer undertaking base with advantageous investment platform.
