It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated Zixing city and Guiyang county on December 17, 2015 and required that it should try best to close “12th five-year plan” and start “13th five-year plan” well.

Zixing Dada Agricultural Products Cold-chain Logistics Company which is operated the model of “rural professional cooperative+ frozen storage+ logistics distribution” reached win-win profits for the parties of the industrial chain. Qu stated that new models should be further explored to solve the narrow-neck problems hindered on the way of the marketing, warehousing, and logistics of agricultural products.

Zixing city is working on the construction of urban cold and heat supplies & Dongjiang Lake internet big data center by well using the cold water resources of small Dongjiang River and residual heat resources of power plant. Qu said that big data industry is with high expectation and great potential, it should learn the successful experience from Guizhou city to introduce more strategic investors and leading enterprises of the industry and promote the prosperous development of it accordingly.

As the first demonstration county of rural Taoba business of Hunan province, Guiyang county’s special agricultural products was being marked worldwide from Taobao. Qu pointed out that rural ecommerce is an important grasp for implementing the concept of sharing development as well as an important breakthrough for promotion of poverty alleviation. It should work together with Alibaba and some other famous ecommerce enterprises to promote the development of rural e-merchants, improve the marketing of industrial products in rural area and agricultural products in urban area, accelerate the agricultural modernization, increase the employment of rural labor force, and upgrade the efficiency of agriculture and farmer’ income.

Qu required that it should try all best to close the “12th five-year plan”. All targets preset in the beginning of this year should be finished, especially that the revenue base should be consolidated by focusing on the key points of fiscal and tax reform of next year. “1555” plan of innovation and entrepreneurship park should be kept being handled out well to promote the settlement of investment attraction projects. The projects should be improved as the “nose of an ox” for fulfilling the “12th five-year plan” and starting “13th five-year plan”, especially that the key projects should be promoted strongly. All the reform targets set for the adjustment of administrative divisions of towns and counties and reform of county departments should be finished on time. “13th five-year plan” should be well planned to obtain more central and Hunan provincial level projects.

Qu also required that it should be confident to start the “13th five-year plan”. As one of the key areas of poverty alleviation, old revolutionary base, and new development pattern of Hunan province, and an important support city of “one belt, one junction” and “high speed train economic belt”, superimposed effects of series significant policies would be placed on Chenzhou city, and new significant chances also faced by it. “Five development concepts” should be well implemented to cultivate new driving forces and promote innovation development. Overall development of urban and rural areas should be kept to promote its coordinative development. More attention should be placed on protection of ecology, especially on accelerating the recovery of green in mining areas and eliminating inefficient capacities, to promote green development. National strategies should be well docked to upgrade opening development. Public service should be improved to promote poverty alleviation and increase the masses’ acquisition feel, hence reach the sharing development.

Qu emphasized that “two festivals” and “two sessions” are coming soon. Though there is lots of work need to be handled, some bottom lines as below should be well protected: safety production bottom line, ensuring no accident; financial risk bottom line, preventing and solving the potential risks for government debts and private loans; environment protection bottom line; and society stability bottom line, paying off migrant workers’ salaries.
