Located in the southwest of Chenzhou city, Jiahe county was set up as a county in the 12th year (1639 AD)of Chongzhen, the last emperor of the Ming dynasty. With seventeen villages and towns in its jurisdiction, Jiahe county covers a land of 699 square kilometers and has a population of 360 ,000. Known as a county of founding and forging, Jiahe is also one of the 100 key coal-producing counties, National Demonstration County of Labour Export, National Pilot County of Returing Migrant Workers Starting a Business in the Hometown, Hometown of Chinese Folk Songs, National Hygiene County, and Provincial Garden County.

 

Hunan Jiahe Economic Development Zone is a provincial development zone, constructed with the approval of Hunan provincial government in 1992, whose predecessor was Hunan Zhuquan Economic Development Zone. The Zone's industrial park is located in the north of Jiahe county, where the transportation is convenient, the facility is comprehensive, and functions are complete. The Park covers a land of 5.6 square kilometers according to its preliminary plan, which will be expanded to 14.8 square kilometers based upon its perspective plan.

 

Adjoining Guangdong Province and Guangxi Province, Jiahe enjoys a convenient transportation with 107 National Road, Beijing-Guangzhou Railway and Beijing-Zhuhai Expressway running through it. Changsha is 380 kilometers away in its north, Guangzhou is 400 kilometers away in its south, and Guilin is 280 kilometers away in its west. Rural roads linking its seventeen villages and town are all completed. Roads intersect in the Zone:

Two Highways:Xiarong Highway(Xiamen-Chengdu),Jingzhu Double Track(Beijing-Zhuhai);

Three High-grade Highways:

Guijia High-grade Highway(Guiyang-Jiahe),

Jiaxin High-grade Highway(Jiahe-Yongzhou,Xintian),

Jianing High-grade Highway(Jiahe-Yongzhou,Lanshan,Ningyuan);

Two Provincial Highways:Line S215,Line S322 .

 

Founding

Foundry technique was introduced into Jiahe county during the reign of emperor Jiaqing of the Qing dynasty. After 300 years of development, Jiahe has earned a reputation of "the Town of Founding" in the South China. There are more than 180 foundry enterprises in Jiahe county, producing foundry goods 400,000 tons every year. The output of foundry goods ranks first in Hunan Province. Moreover, the foundry legion outside Jiahe county is also powerful. The Jiahe natives have set up 385 foundry enterprises in Guangdong and other places, among which the enterprises in Guangdong make up 78% of the foundry market of the Pearl-River Delta.

 

Forging

There are more than 390 forging enterprises in Jiahe with an output of 0.38 billion yuan. The forging products, mainly steel hoes and hardware tools, account for a significant share in the domestic market.

 

Resources

Jiahe County is rich in coal resource, which enables the County to be one of the 100 national key coal-producing counties.

 

Labour Service

Labour service in Jiahe is well developed. Almost 80,000 labour force work outside as migrant workers or businessmen.

 

"One Park, Five Zones"

Five industrial bases(Xinglang, Tanping, Longtan, Yuanjia, Tangchun) , as the project zones of the industrial park of Jiahe Economic Development Zone, has formed an industrial development.mode of "One Park, Five Zones".

 

Water supply: 400 mm watermain net could supply water 6,000 tons per day.

Electricity: A 220kv substation and a switching station are built in the Zone.

Road: A total length of 10.8 kilometers of road has been completed, forming a net of "three horizontal roads and four vertical roads".

Communication System: Fixed telephone networks and optical broadband networks have been equipped in the Zone.

 

Park Management

Some management functions exercised by relative departments of the county government are delegated to the management committee of the Development Zone. The procedures of examination and approval, and examination and verification related to entrepreneurs of the Zone are transacted by the management committee of the Development Zone as their agent. The control department is responsible for examing the enterprises of the Zone; and in the meantime, the examination and charges should be carried out with the participation of the management committee of the Development Zone.

 

Standard Factory Building, and Offices Living Areas are rentable(for sale)

50,000 square meters of standard factory buildings are to be rented(sold). The specification of the building: 78 meters long, 16, 18,and 24 meters span.

 

Awards for Factory Building Construction

In the last two consecutive years, the finance department of Jiahe county allocated 10 million yuan as the special fund for industrial transformation. In 2009, the government awarded them 90 yuan per square meter if enterprises in the Park completed the construction of standard factory building before August 31, 80 yuan per square meter if the construction was finished before October 31,, and 70 yuan per square meter if finished before December 31.

 

Policy on Land

Enterprises can choose land purchase, land lease, or plant lease according to its own situation.

 

One Enterprise, One Policy

Enterprises with investment above 50 million yuan or of high and new technology, will be supported by the policy of "One Entrepreneur, One Policy". Based on the enterprises’ own needs, loan support within the land purchase price is available to these entrepreneurs.

 

 

The party committee and management committee of the Development Zone is an exclusive institution of the County Party Committee and the County Government, executing county-level comprehensive management rights in the Development Zone. The management system of "Open management, Closed Operation" has been set up; The aim of "One Window Outward, One Package Service, and One-Stop Service" is realized by concentrating functions of industry and commerce, finance, property tax, planning, country's territory, programming and construction together. All the procedures could be finished within seven days after the merchants have handed in all the necessary materials. With "Service is Duty, Projects are Lives" as its service aim, the Development Zone sticks to the concept of attracting, securing and benefiting investors, and effectively protecting their lawful rights and interests.
