When reporters arrived at Shunxiang Huatang cultivation demonstration base of Linwu county, a batch of cattle was going to be slaughtered on time. Li Qingshan who is one of the major culturists said happily to the reporters: “after applying the new cultivation technology, the cattle grew faster and bigger. Compared with ordinary cattle, I can get 5000yuan more profit from each one.” Such situation was one of the results reached by the technological promotion work handled out in Linwu county in recent two years.

From last year, Linwu county forcefully promoted the subsidized projects for grass roots agricultural technological promotion (cultivation), which was purposely to upgrade the efficiency of agriculture and increase the income of farmers by promoting new species of product and new technologies. By carrying series measures as perfection of organizations, specification of responsibility system, innovation of mechanism, enhancement of management, and etc., Linwu county promoted the healthy development of grass roots agricultural technological promotion. Leading by Linwu Animal Husbandry and Aquatic Products Bureau, a working mechanism of “experts connect with fixed bases, technicians connect with leading farmers, leading farmers mobilize the culturists” was established in Linwu county. The technological service model “experts+ technicians+ leading farmers+ driving farmers” was created by the county to provide excellent service for the farmers.

In recent two years, Linwu county built 2 technological experiment and demonstration bases which helped to drive 100 technological leading farmers and 680 culturists. 30,000yuan which was mainly used for the promotion of key species and technological experiment and demonstration would be subsidized to each base. 600yuan subsidies would be issued to each technological leading farmer. 30 technicians were organized by the county to connect with specified leading farmers. It was required to carry at least 10 times of technological guidance every year. 18 new species and 21 new technologies were selected out by the technicians on the basis of local natural condition and were promoted in the whole county.

At the meantime, some more measures were handled out to upgrade the service level. Some provincial experts were invited to handle the on-site guidance, while some technical backbones were dispatched to take further study. Some training courses were handled out by the county to give lessons to the culturists in fixed period. The demonstration bases were constructed together with some universities and institutions, which helped to promote the new technologies and new species with the assistance of the experts.

Farmers were well benefited from such kind of grass roots technological promotion. In 2014, over 500million yuan output value were hit by the technological promotion on the breeding industry of Linwu county, which helped to increase 120million yuan income to the farmers.
