I. A General Overview of the Park
Set up with the approval of the State Council in June, 2005, and operating with closed customs in November, 2007, Hunan Chenzhou Export Processing Zone is the only national export processing zone in Hunan Province at present. Hunan Chenzhou Non-ferrous Metals Industrial Park is a provincial development zone, constructed with the approval of the provincial government in April, 2003. With 122 enterprises in total, the park has a population of nearly 50,000, among which more than 20,000 are industrial workers. The park is entitled as Hunan Industrial Base for the Further Processing of the Rare Precious Metals, the Base of Hunan Digital Video Industry in Chenzhou, the Demonstration Park of Hunan Transferring Industries, and the one of Top Ten Industrial Parks with the highest investment value in Hunan.
II. The Investment Advantages of the Park
1.Convenient Transportation
Located in the east newly-developed district according to Chenzhou's city planning, the park covers a land of 35.79 square kilometers. Chenzi Trunk Road, Xiangshan Trunk Road, and Chenzi Expressway run through the park. Meantime, the park is only ten minutes' drive from the Chenzhou Highspeed Railway Station, and five minutes ' drive from the Jingzhu Expressway.
2.Complete Infrastructure
The park covers a built-up area of five square kilometers, with complete self-contained infrastructure such as water supplying, electricity supplying, road, communication networks, electronic monitoring system, seine net, and standard factory building. Till 2011, the park will be enlarged to twenty square kilometers, and from 2012 to 2015, it will be expanded to forty-three square kilometers.It is also planned to invest 4.19 billion yuan for sixty-three infrastructure projects in the park from 2010 to 2012, among which 1.69 billion yuan will be used in forty-four infrastructure projects mainly for road construction,1.1 billion yuan will be invested in the nine projects of standard factory building and matching accommodation construction, and 1.4 billion yuan will be allocated to the ten projects of ecological environment and the city's matching public installations.
3.Favorable Policy Environment
Hunan Provincial Party Committee and Hunan Provincial Government vest Chenzhou city with thirty-four policies about "Pilot Implementation as a Forerunner". Chenzhou city also carries out "Suggestions about Quickening the Park's Construction and Development", which endows the Park with municipal comprehensive rights of economical management and functions of land reserve. The policy of "Cargos within the Territory but Exempted from Customs, Value-added Tax, and Circulation Tax" will be put into practice in the Export Processing Zone, making the Park customs, value-added tax, and consumption tax free as well as realizing tax rebates of water, electricity and gas. The Park exercises the municipal comprehensive rights of economical management, taking charge of the social and economic affairs of the villages and towns under its jurisdiction comprehensively. Preferential policies will be formulated on major projects with the principle of "One Case, One Meeting". The agent center has been set up for registering, applying for construction, and transacting procedures of environmental protection and land resources on behalf of the enterprises for free. Comprehensive services are available for the enterprises with the service mechanism of "An Appointed Leader. A Team. A Set of Plan.and Full Responsibility during the Whole Process".
4.Rich Human Resources
Chenzhou is abundant in human resources with high quality. Among the 3 million labor force, more than 900 thousand work on the Pearl-River Delta every year, and most of them usually come back from there and then continue to work in Chenzhou. In this way, it provides local enterprises with a great number of skilled workers. Moreover, the Park has established cooperative relationship with colleges and universities in Hunan in the field of production, study and research, which supply enterprises with strong intellectual support. The municipal government and the Municipal Party Committee of Chenzhou has issued special documents to ensure the supply of labour force in the Park. At present, the Park is able to recruit more than 1,000 workers for enterprises every month.
5. Low Operating Cost
The comprehensive operating cost in the Park is 30% lower than that in Pearl-River Delta. The electricity cost for big industries is 0.639 yuan/kilowatt-hour, standard industrial water cost is 1.32 yuan/ton and the lowest wage standard is 725 yuan a mouth in 2010. In order to reduce the logistic cost of enterprises, Chenzhou is constructing the railway-and-sea coordinated transport, which is expected to be completed in May, 2011 and is supposed to reduce by 20% the logistic cost from Chenzhou to the Pearl-River Delta.
6. The Accelerated Assembling of Industries
Through years of development, the park has attracted 122 enterprises, forming four leading industries of the new non-ferrous metal material, electronic information, advanced manufacture and commercial logistics. Among them, the enterprises of new non-ferrous metal material are mainly local ones, while the enterprises of electronic information are all transferred from the coastal areas, which are the key industries to be promoted in the Park's transferred industries.
III The Prospect of the Park
According to the plan, the built-up area of the Park will be enlarged to twenty square kilometers in one or three years. By the end of "the Twelfth Five-year Plan", the built-up area of the Park will have been expanded to forty-three square kilometers. The gross industrial output value will add up to 100 billion yuan. The Park will be built up to be a first-class new industrial city and a national-level development zone with international competitiveness featuring “Characteristic Industry, First-class Infrastructure, Normative Service Management and Excellent Environment”.
