“Ten-thousand-mu mulberry park”, “ten-thousand-mu blueberry base”, Zhanxiang modern agriculture farm, and other demonstration projects of modern agriculture were carried out well in Yizhang county, which indicated the great “low-lying land effect”of the land transaction handled in Yizhang county. According to the data, till the end of this July, 408,600mu lands were transferred in Yizhang county, covering 26.1%of the total contracting areas, which greatly helped to promote the transformation and upgrading of agriculture.

Yizhang county accelerated the land transaction work in recent years. Some policies and solutions concerned for the land transaction were issued by local government to encourage the farmers and other business entities to join in the land traction and promote the improvement of high efficient agriculture. From 2011, over 1.50million yuan bonus were released by the government to praise the land transaction service centers, agricultural entities and farmers who helped to improve the land transaction work.

In order to regulate the land transaction work, a service system covered with county, town and village level government was formed in Yizhang county, which was mainly on handling ten mechanisms as land transaction information distribution, authentication of registered contract, approval of the usage of transacted lands, and etc. All the contracts which were with over one-year validity would be filed up and managed by special person. To upgrade the service level, a land transaction network platform was established by the county to set a “data base” of land transaction and serve people with “one-stop”service. From this January to July, 1326 trade leads were issued by the platform and 2362 land transaction contracts were settled in the county, covering 32,000mu lands. At the meantime, a resolution system was perfected in the county to ensure all the land transaction cases to be handled out well.

To diversify the land transaction model, the county kept handling deepening agricultural operation mechanism innovation. Both registration of land management right and rural land cooperative pilot work were carried out in the county firstly, which helped to explore some new land transaction models as “renting operation, collocation, pooling of lands as shares”, and etc. Along with the improvement of land transaction mechanism, the county placed more attention on cultivating new style agricultural operation entities to concentrate the agricultural enterprise and farmers’ professional cooperative and upgrade the land utilization efficiency. Till now, there were 302 farmers’ professional cooperatives, 62 county and above level agricultural leading enterprises, and 12 modern agriculture demonstration parks with the functions of production, technological development, leisure, and ecological tourism were available in Yizhang county. All of these helped to form over 30 agricultural special industrial clusters of grain, vegetable, tobacco, sweet orange, grape, tea, and etc., which efficiently helped to promote the transformation of tradition agriculture to modern agriculture.
