The lithium hexafluorophosphate (LiPF 6) project which was put into production last March is running at full capacity, with the prospect of the industrial chain to be extended to the production of electrolyte.

 

A 1,000-ton perfluoroolefine project with an investment of 500 million yuan is under construction.

 

It has made coordinated efforts to promote key tasks such as industrial revitalization, investment attraction, and enterprise services to create a “Five-Good” industrial park, and achieved new breakthroughs in the construction of industrial projects.

 

 

On August 1, 2023, Hunan Fuyu Optoelectronics Co., Ltd. in Yizhang Economic Development Zone started decoration. After several months, the production lines are now operating in high load and workers are busy performing their duties in the standard workshops.

 

 

 

It is a private enterprise that integrates research and development, production, and sales of intelligent display glass panels. Since its settlement in Yizhang County, thanks to complete upstream and downstream industries in the park, it has achieved rapid growth with strong market competitiveness.

 

“Our products can be directly sold to enterprises in the park, forming an upstream and downstream industrial chain. After shortening the distance of transportation, more than 500,000 yuan can be saved in a year,” said Yi Hanjun, chairman of the company.

 

“The optoelectronic display industry is one of the three major industries we focus on. Currently, the park has formed an industrial cluster led by KINGWAY and a complete industrial pattern including display materials, display components, display terminals,” said Liu Shaojie, deputy director of of Yizhang Economic Development Zone, adding that the output value of the optoelectronic display industry was 2.945 billion yuan in 2023, a year-on-year increase of 14.95%.

 

Yizhang Economic Development Zone has achieved significant results in industrial construction based on its advantages in resources, location, and brand.

 

With the largest open-pit fluorite resource in Asia, the park is the only fluorine chemistry professional park in the province. It has established the entire industry chain involving mining, inorganic battery, organic battery, and lithium battery by leveraging the leading role of Sinochem and Zhicun Lithium. It has also spared no efforts to undertake packaging and printing business in the southern Hunan and make it a national publishing and printing base for children’s books, with key enterprises such as Leo Paper Group and Baijieli.

 

 

Investment attraction is the key to strengthening new-quality productive forces and promoting industrial development in Yizhang Economic Development Zone.

 

On December 23, 2023, a concentrated signing ceremony was held in Yizhang County, with 11 projects worth 12.73 billion yuan, covering multiple fields such as fluorine lithium new energy and cultural tourism modern agriculture. This has injected strong momentum into Yizhang County to optimize the industrial structure and stabilize economic growth.

 

 

 

At the beginning of 2024, the county leaders went to Shanghai, Hangzhou, Shenzhen and other places to attract investment for upstream and downstream partners focusing on fluorine lithium new materials and optoelectronic displays, hoping to promote regional industrial agglomeration and drive regional industrial revitalization and economic development.

 

Yizhang County has diversified the ways to attract investment through associations, industrial chains and special teams.

 

The 1,000-ton/year perfluoroalkene project of Sinochem Electronic Materials (Chenzhou) Co., Ltd., with the total investment of 500 million yuan, is expected to reach the annual output value of 1.5 billion yuan and the tax payment of over 50 million yuan after completion. 

 

“Yizhang has the second largest open-pit fluorite mine in the world, which is the foundation for the fluorine chemical industry. In addition, the related supporting facilities and industrial foundation are also good in the park, making it a treasure land suitable for development,” said Li Xiaofei, safety production manager of the company.

 

Zhicun Lithium settled in Yizhang in 2022. The 20,000-ton lithium carbonate production line in the first phase has been completed. The company has refined and processed lithium carbonate by utilizing tailings from the Sinochem Chenzhou base as a raw material for the lithium hexafluorophosphate project to form a complementary industrial chain. 

 

In addition, the company plans to build an annual production line of 20,000-ton lithium fluoride and the Phase I project with the production capacity of 10,000 tons  has also been completed.

 

The continuous promotion and exchanges are injecting new impetus for high-quality development into Yizhang Economic Development Zone.

 

 

In January, Huang Chulin, an enterprise service specialist, visited Yizhang Zhicun New Materials Co., Ltd. again for a follow-up visit on the winter gas supply situation.

 

 

 

Due to the wide range of areas involved for gas pipeline laying, Huang Chulin had to run between villagers’ homes and relevant departments every day for application procedures, plan formulation, engineering construction and other work related to gas equipment at the early stage of construction.

 

In 2022, the company settled in the park, with a total investment of 2.5 billion yuan, covering an area of more than 300 mu (20 hectares). The project mainly involves an annual production line of 20,000-ton lithium carbonate, an annual production line of 20,000-ton lithium fluoride, and a comprehensive utilization production line and supporting facilities for tailings. 

 

With the help of service specialists, it took 40 odd days from negotiation to construction. The 20,000-ton lithium carbonate production line was put into operation at the end of the year.

 

"With the help of the service specialists in the park, we have solved the most important production factors. In such a good business environment, we are more confident in the development of the enterprise,” said Zuo Wensheng, general manager of the company.

 

Yizhang Economic Development Zone has continued efforts to strengthen guidance and assistance for enterprises and implement mechanisms such as “service specialists and “government-enterprise morning meetings” to solve problems such as environmental sanitation, public transportation, water use, electricity, labor, land use, and standard factory building for enterprises and key construction projects.

 

Meanwhile, it has also stepped up efforts to improve the quality of government services in the park. For instance, it has strengthened joint approval, linkage supervision, and assistance and agency services, and adjusted more than 60 empowerment matters to help solve relevant affairs in the park.
