It was reported that Yongxing county PPP ( Public and Private capitals’ Partnership) & promotion conference for key projects was held in Yongxing county on January 20, 2015. 12 PPP projects covered with 12.3billion yuan investment and 31 key investment attraction projects covered with over 30billion yuan were released on the conference. It was learned that cooperation agreements for 6 PPP projects and 9 key investment attraction projects were reached on the conference, accounting for 13.89billion yuan intention investment.

Under the new situation, Yongxing county carried out the pilot of PPP financing mode for projects construction. PPP refers to governments (Public) establish the cooperation (Partnership) with private capitals (Private) and operate the whole process of projects with social private capitals by handling different modes as future operation revenue of the projects, suitable government subsidies, and etc. In December 2014, Yongxing county was listed as one of the first batch of pilot counties of PPP mode after strict selection and evaluation. Safe diversion project of urban and rural areas and comprehensive development of south new district were confirmed as the first batch of PPP projects of Hunan province.

The 12 PPP projects released on the conference were mainly on infrastructure projects, social programs, ecological environmental protection, industrial real estate, cultural tourism industry and some other fields which closely related to people’s daily production and life. A large number of investors were attracted to join in the construction, even some powerful ones as the Pacific 24 Construction Group, China Water Affairs Group, and etc. 6 projects concerned for the comprehensive development of south new district, safe diversion and water supply project for urban and rural residents, reconstruction of shanty town, and etc. were signed the cooperation agreements on the conference.
