It was learned from Chenzhou Economy and Information Committee that Chenzhou government had issued “suggestions on further support on the development of small and micro enterprises”(short for “the suggestions”). On “the suggestions”, 34 policies were figured out to provide the small and micro enterprise with more financial investment less taxes, better service and prior conditions , which indicates that Chenzhou government has stepped into a institution level on the support of small and micro firms.

The first policy on “the suggestions” was for the financial support to small and micro firms. In 2011, there were 40 million yuan financial capitals for the small and micro firms, while there are 60 million in 2012. From 2012, special capitals for small and micro firms set by Chenzhou municipal finance will be increased year by year, and the counties should set up this kind of special capital as well and make it increased just as the municipal government does.

As to the tax, the threshold of value-added tax and business tax were increased to 20,000 yuan volumes per month. Following this policy, 75 million yuan taxes would be deducted from 9000 small and micro firms and individual businesses. Furthermore, the service center, information network, venture base and training center will be established for the small and micro enterprises to ensure their better services.

It was listed in “the suggestions” that all the counties (cities) should establish at least one security company and one small-loan company within 2012, implementing the favorable tax and fee policies like the exemption of 24 administrative fees.

Chenzhou government will further promote the upgrading transfer of small and micro enterprises . It is planned to cultivate 100 new, special and remarkable small and micro firms, 20 provincial and national level of product brands, 10 potential “giant” firms and 50 small or micro informationized demonstration enterprises within 3 years.
