Zixing city’s development of county economy

Concentrating on the target of“improving Zixing city to be one of the top 100 counties & establishing a happy Zixing city with another three-year project”, Zixing city is well implementing the “three- drive policy" on tourism developing, industrial parks and agriculture upgrading. From January to September, Zixing city’s GDP hit 15.5 billion yuan, up 13.6% while the total fiscal revenue amounted to 1.755 billion yuan, up 12.4%; the cash income for each peasant reached 6820 yuan while urban disposable income for every resident gained 13701 yuan, up 19% and 14.9% separately, all of which show that various economy indicators maintained double-digit growth.

Tourism makes great improvement with featured brands

Focusing on the target of establishing the most beautiful watertown of China, Zixing pays much attention to the development of tourism towns by seizing the golden chance of holding 2012 China Hunan International Tourism Festival and the 2nd China Chenzhou International leisure and tourism festival. With the promotion of four great projects like upgrading tourism landscapes, and tourism service levels, accelerating tourism industry, and increasing tourism economy, Zixing city accelerated its transformation from resource county to tourism county. “Tens of billions of tourism investment plans” were launched in Zixing city. 3 billion yuan of them has been invested on Dongjiang Lake cultural tourism street project, small Dongjiang fog viewing plank project and other 22 tourism projects, which greatly promotes Zixing city’s tourism service levels. Concerning the six elements of food, accommodation, transportation, traveling, shopping and entertainment, Zixing city forcefully consummated tourism infrastructures, extended the chain of tourism industry, implemented the combination strategy with Tengchong county, Yunnan province, and established the alliance with Lake Geneva, Switzerland and Zhangjiajie. All the measures above helped Zixing city popularize its tourism brand.

According to the statistics of Chenzhou Tourism Bureau,during the “golden week” of this National Day, Zixing city received 125,100 domestic and foreign tourists with total tourism revenue of 48.76 million yuan, both of which were increased 268.25% and 168.36% respectively. In a word, Zixing city achieved a spurt tourism development in 2012.

Quality and efficiency of industrial parks are improving by handling transformation and upgrading.

Zixing city kept enhancing the efforts on the industrial park construction to forge the establishment of a hundred-billion -yuan industrial park and national industrial park. By positively getting the approval from the upper level of government on the expansion of the industrial park, Zixing city formed a new pattern of “one zone & three parks” such as economy development zone and Dongjiang processing trade park, Luowei food industrial park and Jiangbei industrial park. Some new resources, new materials, and electronic information industrial projects were successfully introduced into the parks. Till now, more than 150 enterprises have been settled down in Zixing industrial park. With the close construction of organization, preparation for policies, support from production elements, and optimization of service and conditions, Zixing city successfully introduced 12 projects with over 9.285 investment capitals while the scale industrial added value of the park accounted for 55.63% of the whole city.

Developing modern agriculture to forge a new picture of Zixing county

Zixing city locates in the junction of Hunan, Guangdong and Jiangxi province, where Dongjiang Lake covers 0.24 million mu water surface areas. There is also 3 million mu forest here with the forest coverage of 71%, which enabled Zixing to be one of the top 10 forestry counties in Hunan province.

Zixing county government kept thinking about how to transform its resource advantage to economy efficiency with the purpose of increasing the income of farmers, creating a strategy of “ecological city” and developing the ecological and high efficient modern agriculture. By figuring out the geographical features of Zixing city, its city government adjusted the agricultural structures, optimized the arrangement of agricultural areas, highlighted the brand development of some leading agricultural industries like Dongjiang fish, Dongjiang fruit, tea, etc, and gave much support to some leading enterprises improvement. Meanwhile, an agricultural sightseeing garden covering 5,000 mu areas and Dongjiang Shuangxidong modern agricultural demonstration park which is knee on leisure and experiencing agriculture with 5000 mu areas were established in Zixing city. To mobilize people’s positivity on modern agriculture, about 20 million yuan guiding funds would be allocated from Zixing fiscal department for the construction of agriculture base, agriculture technological innovation, agriculture cooperates, etc. Last year, Zixing city’s agriculture total output value hit 2.212 billion yuan, covering 75% of the total agricultural output.

However, all the achievements were depending on government leaders’ foresight and Zixing people’s hard work. Following the targets set at the beginning of 2012, Zixing people keep going on in order to gain more fruitful results.
