Leading group conference for comprehensive control of heavy metal pollution and water pollution of Xiangjiang river was held in Chenzhou city

It was reported that the 2014 first session of leading group conference for comprehensive control of heavy metal pollution and water pollution of Xiangjiang river was held in Chenzhou city on May 16, 2014. It was stated on the conference that ecological condition should be upgraded by handling sound protection and treatment work. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City delivered an important speech on the conference.

Chenzhou city well finished the annual task on water pollution control work of Xiangjiang river in 2013 that the water qualification rate of fracture surface was 100%. In 2014, more attention would be placed on the implementation of treatment projects, protection of Dongjiang Lake, treatment of Cuijiang river, renovation of industries and some other work to ensure the water qualification rate of fracture surface to be qualified.

Some secret shooting videos were shown to the attendants which told that some pollution problems and disordered operation of environmental protection facilities were still available in some places. Due to these problems, the pollution control work’s effects on Xiangjiang river was affected badly. Principals of relative departments confirmed to rectify the problems in specified period with some measures.

Qu required that the protection work should be followed by law and treatment work should be carried out comprehensively. Some rules should be implemented to handle the protection and treatment work. The idea of development should be changed to follow a sustainable development way in the economic development. “Two-oriented” concept should be kept to accelerate the adjustment of structure to control the pollution from the beginnings. Pilot and demonstration work on Nanling mountain forest and eco-functional region of biodiversity and work on establishment of national forest city and water ecological civilization city should be promoted to form a safe and ecological barrier for Chenzhou city.

Qu asked that more attention should be placed on some key points. Great efforts should be tried on the key projects to finish the water pollution control projects sooner. Specified time schedule, construction map and responsibility report should be figured out to promote some key areas’ treatment. More attention should be paid on the inspection and treatment of tail mines to ensure safety of the flood season.

Qu said further reform, innovation and improvement of mechanism should be handled out to promote relative work. Innovative financing mechanism should be carried out to collect more capitals and monitor the usage of capital. Innovative supervision mechanism especially public supervision mechanism should be figured out to upgrade the capacity of environment supervision. Innovative assessment mechanism should be handled out to check the development on the basis of environment condition.

Qu emphasized that stricter responsibility system should be carried out. All the leaders of counties, districts and industrial parks should well play their roles on environment protection. Supervision departments should take active actions to handle their protection and management work. Different means of law, administration and economy should be confirm the entity responsibility of enterprises. Stricter punishment should be placed on the units which did not follow the orders of pollution control.
