When reporters arrived at the workshops of Ruixin Electronics in Guiyang Industrial Park, over 100 workers were busy in assembling the accessories as chargers, earphones, and etc. for Sumsung mobile phone. The annual output value of this company was amounted over 10billion yuan. It was introduced that there were about 17 scaled electronics enterprises available in the industrial park. Five special industries as electronic information, deep-processing, light industry manufacturing, food processing, and new energy & new material were improved well in Guiyang county and formed industrial clusters accordingly.

As a county of non-ferrous metals, Guiyang county was with abundant mineral resources. Over 20 kinds of mineral species and ore belts as plumbum, zinc, manganum, gold, silver, bronze, tin, and etc. were proven to be available there. In recent years, Guiyang county paid great efforts to improve its economy with less dependence on resources, but transform “Guiyang mining industry”to be with new innovative drive, deep-processing and clusters development. Hunan Nonferrous Metals, China Construction, Dongguan Fangzhong, China Minmetals, and some other strategic investors were introduced there and launched series key industrial projects as one-million-ton multi-metal utilization, one-million-ton graphite processing, 0.1-million-ton oxygen lead refining, and etc. Silver Star which invested 790million yuan on 0.1-million-ton oxygen lead refining (estimated annual out-put value would be 3billion yuan), Lihe Chemical and some other minerals deep-processing projects were placed to operation. 4 processing enterprise gathered in the one-million-ton graphite processing city. Southern Construction Material Company built a processing base in the county, which was with the production capacity of 0.6million tons now. Once all the projects finished, the total annual output value would be over 10billion yuan while the tax payments would be over 500million yuan.

Furong food processing projects zone which was invested with 300million yuan was built in Guiyang county. 13 agricultural products processing enterprises were attracted to settle down there, which would be with over 500million yuan annual output value. More efforts also tried on the development of new energies and cycling energies, especially the wind power. Xiangdian Group, Sinohydro Group, Hunan Hydro Group. Wuhan Kaidi and other companies were attracted to place over 2.4billion yuan on 5 wind power and biomass power generation projects with the installed gross capacity of 400MW. The first phase of Luhejin, Shuiyuan (Qiaoshi) and Tiantangshan wind power plants have been placed to operation. From January to June, 384million-kilowatt-hour electricity was generated by the plants, equal to 47,200tons coals. At the meantime, Guiyang county place more attention on undertaking industrial transfer, 6 machining processing enterprises were introduced into the county, which greatly helped to promote the development of its light manufacturing industry.

In order to promote the transformation with better platform, Guiyang county paid special attention on the construction of industrial park which was the key platform for the promotion of new industrialization. A great industrial park of“one park, seven zones” was constructed in the county with high level planning. Over one billion yuan was placed on the construction of 48kilometers roads and one-million-square-meter standard workshops, upgrading of infrastructures of water, electricity and telecom, and decoration and greening work. Till now, the industrial park was expanded to 29 square kilometers from 0.6 square kilometers in 2006. Furthermore, optimized service condition was granted to the industrial park by the county to attract more investors. More favorable policies were issued by the county to support the enterprises development.
