When reporters arrived at Qinyuan Farm of Qingcao village, Qingjiang town, Zixing city on March 27, 2016, it was very busy as usual. Huang Haijing who is the owner of the farm said gladly to the reporters: “26 rooms of the farm are booked out every weekend. Because the busy business of our farm, my wife resigned from former work in Shenzhen city and returned hometown to operate the business together with me.” In the rural area of Zixing city, many farmers operate the businesses similar as Huang Haijing. According to the statistics, the sales revenue of leisure agriculture was amounted to 170million yuan in Zixing city in 2015, up 30.1%.

“The key point to judge the well-off condition is to check the life of farmers.” On the process of the promotion of overall well-off, Zixing Municipal Party Committee and Zixing Government placed the overall development of rural and urban areas and increase of farmers’ income as the key consideration. In order to cultivate new type of peasants, Zixing city firstly launched “one family, one industrial farmer” project in 2012 and enrolled the upgrading of farmers’ quality into the key well-being projects list of Zixing city’s accurate poverty alleviation for farmer family. It aimed to cultivate the migrant workers to be “technicians” and reach the target of “cultivating one people, enabling one to get job, enriching one family, driving the development of one area”, so that the migrant farmers can get dignity work with their skills and favored with regular income and happy family. 975 professional skill training courses on e-commerce, chief, housekeeping (maternity matron), and etc. were handled out by Zixing city over past 4 years. 32,321 migrant workers were benefited from the training, and more than 10,000 migrant farmer families were lifted out of poverty.

“The professional skill plus the tea industry, farmers can earn money in the hometown,” introduced by Tang Sheshan- President of the Council of Dongjiang Mingzhai Black Tea Professional Cooperative. On the basis of Zixing city’s guidance of the industrial transformation, cultivation of leading enterprises, and promotion of characteristic industrial brand, Tang Sheshan led 101 members established Dongjiang Mingzhai Black Tea Professional Cooperative, and planted over 3000mu tea base, which helped to increase 10,000yuan/member averagely. Now, the standardized black tea processing plant has been placed into operation, with which can produce 25,000kgs every year, accounting for 20million yuan annual output value. The tea was widely accepted by the market. Yuan Longping who is the father of the hybrid rice of the world wrote the inscription of “东江名寨(Dongjiang Mingzhai)” for the black tea of Tukou.

In order to accelerate the rural reform, Zixing city also released some solutions to establish 36 land stock cooperatives, which helped to transfer 76,440mu land use rights. Shuangxidong Modern Agriculture Demonstration Park, Four Seasons Farming and Breeding Base, Lvchengkang Vegetable Base for HK, and etc. were built in the city, which greatly helped to increase local farmers’ income. At the meantime, on the process of promoting overall development of urban and rural areas, Zixing city keep innovating new measures to promote the replacement of ecological resource rights and reform of household registration system on Henglushang and Qingshuyan group of Xiang yuan village, Qili town. In 2015, 65 people of 34 families of Xiangyuan village were accounted to be urban registered residents and became the “residents with lands”, which was the first case of Hunan province. In 2015, rural per capita disposable income of Zixing city was amounted to 16,218yuan, which kept two-digit increase for 5 consecutive years.
