2015-02-25

When reporters arrived at Sanhe Farm,a vigorous image of the green vegetables encountered into their eyes. A large number of visitors traveled to Sanhe village to enjoy the organic vegetables and beautiful flowers. That is a miniature for the development of Beihu district's leisure farm.

In recent years, Beihu district played the best advantages of its location and carried out different measures as investment attraction, encouragement of entrepreneur, introduction of private capitals, and etc. to improve the manorial economy. "Xiaobu ancient village", "Aishang Sanhe", "Red leaves farm", “Xianrenhu farm", "Siqinghu ecological leisure farm", and some other agricultural farms and new rural leisure tourism brands were forged in the district. Currently, there are 10 leisure farms with over 50million yuan investment, 36 family hotels, 5 ecological agricultural demonstration parks, and 1200 leisure farm inns available in the district.

"Thanks to the favorable policies issued by the government in the proper time."said Wang Shuofeng- Board Director of "Aishang Sanhe" vegetable garden. Beihu district improved leisure agriculture as a strategic emerging industry and issued many favorable policies to it from different aspects as tax, land, planning, water and electricity supply, financing, and etc. special funds were rewarded to some well developed farms and far inns to activate their enthusiasm on developing leisure agriculture.

At the meantime, Beihu district played the best advantages of some resources as agricultural natural environment, landscape, ancient dwellings, and etc. on the basis of local practical condition to develop modern manorial economy. For example, Longnv hot spring resort is mainly for fishing, Aishang Sanhe farm is mainly for leisure sight view, Xianhu Miao minority's village is mainly for cultivation and picking up, and so on. Concerned for the investment, the district encouraged rural professional cooperatives and other economic organizations, entrepreneurs, agricultural leading enterprises to develop leisure agricultural projects with different ways as sole proprietorship, participation, cooperation, and etc.
Beihu district also encouraged the farmers to follow the production model of "labor force+ land+ capital+ technology+ management" and improve comprehensive functions rather than traditional single production model of agriculture. It did not just provide direct profits as land renting fees, land utilization property transfer, and etc. to the farmers, but also guaranteed share profits for the farmers who participated with land or other properties. It also provided more job vacancies for the surplus rural labor force, some of whom became "agricultural industrial workers" with salaries and stable income.
