Led by Liang Zhifeng, Director of Economic Research Information Center of Hunan Government, Hunan undertaking industrial transfer investigation team took a visit to Chenzhou to learn the current situation of undertaking industrial transfer. The key areas for the team’s trip were Chenzhou export processing park (Chenzhou high technology industrial park), Zixing industrial park and part of enterprises. Deputy Director of Chenzhou Municipal Party Committee- Mao Tengfei accompanied with the team for the investigation.

It was learned from the investigation process that 1127 undertaking transfer enterprises had settled down in Chenzhou from 2009 to 2011, which ranked the first in Hunan province. Standard workshops with 6.20 million square meters were finished. Foreign investment capital was accumulated to 1.62 billion dollars, which ranked the second in Hunan province for 10 consecutive years, while the domestic investment with 56.39 billion yuan for consecutive 7 years ranked the second. The total value of foreign trade imports reached 3.07 billion yuan. In the first half year of 2012, standard workshops with 1.9 million square meters were constructed, attracting 181 undertaking transfer firms, which ranked the first in Hunan province.

Liang Zhifeng highly acclaimed Chenzhou’s great achievements on the undertaking industrial transfer work. Concerning for the existed problems and work of the next step, Liang suggested enforcing the strategic research and planning to form local new advantages, intensifying the value and innovation chain establishment to form the industrial new advantages, and making the most use of multilevel capital market functions to form the financial new advantages.

Mao Tengfei said that in recent years, Chenzhou had built the undertaking avenue with the great traffic construction, built the undertaking plate with the industrial park construction by spending much effort innovating undertaking new models and optimizing undertaking environment. Now the undertaking industrial scale of Chenzhou kept expanding continuously, its spatial distribution optimizing, industry level upgrading and the development aftereffect is obviously increasing. Now, the key point for Chenzhou government is how to seize the chance to accelerate the undertaking industrial transfer. So Chenzhou government sincerely hopes the economic research information center can intensify their guidance on Chenzhou’s industrial transfer work and provide the suggestions for Chenzhou’s undertaking industrial transfer.
