It was learned from the completion test of Shilong water source project that 36000 residents of Xingning, Sandu and Bailang counties benefited from it and completely ended the era of lacking of water. As we can see from Baidong and Dafengdong Reservoir of Xingning County, Zixing city, great water energy was generated and a huge influx of water flow.

Due to the bad geography and geology, Xingning, Beiji and Bailang areas are hard for water holding, which caused these places to be the drought worst-hit areas of Zixing city. At the peak season of water consumption in every July and August, these areas can only supply water at regular time. If encountering with the severe drought years, fire trucks have to be used for sending the water in emergency. Water shortage is always the most headache problem for these areas and greatly blocks Xingning’s economy development.

In order to solve the problem and help to improve the local economy, Zixing County collected capital by local government to launch Shilong water source project, which intercepted Shilonghe River in Xingning town and introduced the water to Dafengdong water reservoir (with 1.42 million cubic meters capacity) and Baidong water reservoir (with 1.06 million cubic meters capacity). This project can provide water for more than 60000 residents. With 7.99 million yuan investment, this project started in August, 2010, and ended on July 25, 2011, which included one diversion dam, four diversion tunnels with 3865.8 meters, one diversion buried culvert with 307 meters, one diversion chute with 397 meters.
