Chenzhou government is working even harder on the construction of key projects’ preliminary work. On August 19, the preliminary work schedule conference of key projects was held by Chenzhou government. It was mainly concerned for the schedule of the key projects such as two electricity projects, three water reservoirs, three roads and one airport. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou Government emphasized on the conference that all the departments should try their best to promote the improvement of projects.

The mainly concerned projects mentioned above were related to Chenzhou long term development. Two electricity projects are referred to Datang Huayin Electric Power, Ltd. (Jiahe, Chenzhou) gangue multi-purpose project and Shenhua Group Guohua Electric Power, Ltd. (Chenzhou) thermal power project. The preliminary work for the former project has already been fulfilled, with the conditions of project approval. While the later project was evaluated by Electric Power Planning and Engineering Institute, identifying Yongxing, Suxian as the feasibility study phase comparison site.

Three water reservoirs are referred to Mangshan, Dongjiang and Taoyuan water reservoirs. Recently, the first draft of project proposal and evaluation report of Mangshan water reservoir was finished by State Investment Evaluation Center and it is inspected by Agricultural Economy Department of NRD. There are six projects subject to the policy and capital support, such as one lake one policy in Dongjiang water reservoir, Dongjiang Lake ecological compensation test pilot, the main function area, Asia Development Bank loan for the protection and usage of Dongjiang Lake, water resource protection of Dongjiang Lake, the wetland park in Dongjiang Lake. The preliminary work like environment protection, planning, energy conservation, etc. has almost been finished.

Three roads and one airport were referred to Guining expressway, Gui-Yong-Chen-Gan railway and Chen-Yong road and Chenzhou airport (branch). The pre-feasibility study report of Guining expressway, one of Hunan’s “Twelfth Five-Year Plan” projects, has been drawn up. In this May, Gui-Yong-Chen-Gan railway was listed as one of Hunan traffic system construction key projects on “the planning of south Hunan undertaking industrial transfer demonstration zone”. 25.8% of total investment with 501 million yuan was accomplished for Chenzhou road, among which 330 million yuan were for the real object amount. The site selection of Chenzhou airport was covered in recent implementation plan of“Hunan general airport layout planning”(exposure draft) .

Qu Hai highly affirmed the achievements of key projects in the previous period and figured out the difficulties and problems in the promotion of these key projects under current situation. Qu required that all the departments should work together with unified understanding to promote the improvement of key projects.

Qu Hai specified the requirements for further work: departments should seize the chance to attract investment and set up project with more efforts and confidence, and try best to do the joint work for big and key projects. Meanwhile, all the work should be carried out with priority to accelerate the improvement of projects concerning Chenzhou long term development and economy transformation. Furthermore, the coordination among different departments should be intensified to confirm all the measures can be well practiced. Last but not the least, departments at all levels should look forward to the long-term development of Chenzhou to reserve and figure out more projects on the construction of Chenzhou.
