The third cooperation conference between Hunan Commerce Ministry and Chenzhou government was held on September 24, 2012. Agreed by both parties, Hunan Commerce Ministry will support Chenzhou commerce development on 30 specified measures of 6 areas like undertaking industrial transfer, investment attraction, international trade, international economic and technological cooperation, modern logistic system, and commerce team construction. Xiang Lili- Secretary of Chenzhou Municipal Party Committee, Xie Jianhui- Director of Hunan Commerce Ministry, and Qu Hai- Deputy secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city attended the conference and delivered their speeches there.

Last year, Chenzhou government submitted 20 topics of 9 categories which were fully supported by Hunan Commerce Ministry. In the earlier 8 months of this year, the paid-in foreign investment has hit 469 million USD, up 10.42%, ranking second in Hunan province; the gross foreign trade export and import amount has reached 1.174 billion USD, up 42.5%; the processing trade has amounted to 610 million USD, which gained the second place of Hunan province. If taking the percentage of gross foreign trade into consideration, the processing trade amount took 51.95%, topped in Hunan province. 245 undertaking industrial transfer projects were fulfilled; 2.55 million square meters of standard workshops were finished; and total retail sales of consumer goods hit 35.62 billion yuan with an increase of 15.5%, topped in Hunan province for this increasing rate.

Qu Hai sincerely hope that Hunan Commerce Ministry can keep its support on Chenzhou’s development. Chenzhou government will keep discovering more advantages on its natural resources, location, human resources and ecological advantages and try to have them transferred into industrial, competitiveness, development, and sustainable development advantages separately.

Xie Jianhui highly appraised Chenzhou’s contribution to Hunan opening-up economy work. She pointed out that it was a good mechanism of the cooperation between provincial ministry and municipal governments and should be kept to have it developed as a long term and regular mechanism and make full use of it. It should highlight on the support and service of Chenzhou undertaking industrial transfer, foreign trade, investment attraction, key projects, modern logistic system construction, cadre cultivation, etc. to assist Chenzhou city with a better demonstrative function on industrial transfer, high competitiveness on opening-up economy, more contributions on economy, higher quality cadres, etc..

Xiang Lili said, this cooperation between Hunan commerce Ministry and Chenzhou Government was one of the actions for Hunan provincial party committee and Hunan government’s “stable growth & upgrading harmony”. Along with the three years’ development, the cooperation is being with stronger foundation, clearer development directions and key points, and brighter future.

Xiang said that Chenzhou is on the important strategic opportunity period with great chances to develop better. The key characteristic of Chenzhou city is opening-up. So it is the inevitable choice for Chenzhou to improve its opening-up economy. Chenzhou government should find a practical and scientific way by opening wider with upgrading economy transformation. Chenzhou government should seize the chance of opening-up to promote the cooperation with Hunan provincial ministries and contribute to Hunan’s opening-up economy and Chenzhou’s fast development as well.

Deputy Director of Hunan Commerce Ministry- Luo Shuangfeng and Deputy Mayor of Chenzhou city signed “measurements on the cooperation between Hunan Commerce Ministry and Chenzhou Government”. Member of Chenzhou Municipal Party Committee, Director of Chenzhou Municipal Organization Ministry, and Director of Chenzhou Municipal United Front Work Department- Liao Yuegui hosted the conference.

Deputy Director of Hunan Commerce Ministry-Deng Lijia and Liu Quan, and the ministry’s inspector- Jiang Huaizhang and Yi Changlun, and Chenzhou municipal leaders He Wenjun, Fan Zhongda and Lei Chunyong were presented at the conference.
