It was learned that “the suggestion on further optimization of industrial park’s development environment”(“The suggestion” for short) was discharged recently.

There are 23 specified measures on 6 aspects listed in “the suggestion”, like project approval efficiency, closed-off management, improvement of services, enhancement of public security, supervision, establishment of working mechanism, etc..

Concerning the project approval efficiency, it was clearly specified in “the suggestion” that the authorized municipal economy and society management rights and county level administrative rights should be issued fully to the provincial industrial park; the sub-center of administrative service should be set in the park to handle relative administrative approval items; the working efficiency should be accelerated, and so on.

As regard to the closed-off management, it was required in “the suggestion” that the investigations towards the enterprises in the park should be controlled strictly; except the special cases concerning national security or public security, all investigations should be registered first in the park’s management committee, otherwise the enterprises are available for refusing the investigation issues; the multiple investigation should be avoided; projects listed in national park or upper level park can be exempted from administrative charges, etc..

With respect to the improvement of service assurance, it is listed in “the suggestion” that staff meeting the regulations should be treated as local people on medical treatment and children’s education; the staff participated in local social insurance can be registered as permanent residence, etc.. Furthermore, some issues concerning the promotion of community service, medical treatment and public health, education, public transportation, indemnificatory housing, etc. are listed in “the suggestion” as well.

There are also requirements of public security, supervision, the establishment of a working mechanism listed in “the suggestion”.
