When arriving at Guiyang county, reporters were happily told by tobacco growers that: “it is better to stay at home and work as a professional tobacco grower rather than work outside now; subsidies to tobacco growing, grants for children’s college study and other favorable polices are issued now.” Cheng Pingjian, one of the tobacco growers, received 2000 yuan grants for his son who was enrolled into college this year. The above was just one story of Guiyang County’s changes after those favorable policies being issued.

In order to increase the tobacco growers’ positivity on tobacco growing, three professional social cooperatives from Guiyang County carried out the social security pilot work. Tobacco growers, who plant tobacco leaves over 20mu for more than 5 years and with upper and middle level tobacco leave yield of 96% rate, can be entrusted with basic medical treatment, pension and other new favorable policies. 2 members from one household will be subsided with 100 yuan/person for new rural social security, and subsided with 50 yuan/person for new rural cooperation medical insurance; grants will be issued to the growers’ children who were successfully enrolled into college, and charity medical treatment cards will be sent to the growers who suffered from severe diseases.

Till now 1200 professional tobacco growers have benefited from the new policies with over 0.5 million yuan subsides.
