A mobilization conference was held by Chenzhou Municipal Party Committee and Chenzhou Government on October 18, 2012, on which ten key environment protection projects were disclosed. They are Dongjiang lake environment protection project, Chenzhou city clean energy promotion project, etc.. Xiang Lili- Secretary of Chenzhou Municipal Party Committee attended the conference and delivered an important speech there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city hosted the conference. Wang Huilong- Deputy Director of Hunan Environment Protection Bureau attended the conference as well.

More than 100 billion yuan will be invested on 10 key environment protection projects.

The total investment on the ten key environment protection projects amounted to 100 billion yuan. They ten projects are as follows: Xiangjiang river (Chenzhou section) heavy metal pollution control project, nitrogen oxides emission reduction project, Dongjiang lake environment protection project, urban sewage and garbage treatment facilities project, rural environment comprehensive retreatment project, 30 billion project of environment protection industry development, environment supervision capacity construction project, clean energy promotion project, central city pollution remediation project, and recovery of mine geological environment project.

Referring to the details, many targets listed there impressed citizens with great expectation; for instance, as the targets listed in the clean energy promotion project says that till the end of 2015, large scale coal facilities would be completely removed from the center city; piped gas would be employed to the stores of catering industry in Renmin road and Guoqing road; clean energy powered and hybrid public buses and taxies would be taken over 30% and 20% respectively among all, etc..

Ten environment protection projects are mainly for the purpose of benefiting people’s living conditions and promoting social harmony.

Xiang said, all the departments should be fully aware of the significance of the ten environment protection projects. The ten projects are mainly for the promotion of ecological civilization construction, steady growth, economy transformation, living condition, and social harmony.

Xiang also required that departments at all levels should focus on the implementation of the ten key projects, carry out highlight points and specified regulations, enhancing the governance of heavy metal pollution by synchronously promoting urban and rural environment control and vigorously carry out the special environment protection actions. He also added that the environment protection should be taken into priority to upgrade economy transformation, access standards of environment protection should be strictly set to optimize industrial structure and upgrade industries, mechanisms should be improved to innovate more driving forces, and the scientific and technological innovation should be enhanced to ensure the main-body roles of enterprises.

Xiang also emphasized that the organization leadership should be strengthened on the environment protection project construction. Relative departments and the whole social strengths should be kept pushing forward with the aim of upgrading Chenzhou city’s environment protection industry to a new stage.

Chenzhou Financial Department will allocate special funds to reward the advanced units on environment protection work.

Qu Hai stated that the ten environment protection projects are actually ten well-being projects, pro-people projects, harmonious projects and hope projects. All the departments should unify the understanding of its significance to strengthen more measures on its promotion work by well carrying out the evaluation of targets, accelerating the speed of preliminary work on the projects, investing more on the projects, and paying more attention to the project supervision.

Qu Hai also emphasized that the reward and punishment mechanism should be specified. Chenzhou Financial Department would allocate special funds to reward the advanced units and individuals. The units or individuals failing to meet the qualified standards should be carried out one ticket veto mechanism and issued to be criticized.

Wang pointed out that all the ten environment protection projects listed by Chenzhou government are highlighting its benefit towards people’s living conditions. Profound changes for Chenzhou image will take place by fully practicing the ten projects. Wang also suggested that great attention should be paid to the heavy metal pollution retreatment, high care for the rural area environment protection, great concern for the handling of pollution incidents, and attach much importance to the upgrading of environment protection supervision capacity. Wang confirmed that Hunan Environment Protection Bureau would put strong support on Chenzhou environment protection projects like heavy metal pollution retreatment and so on.
