On October 29, 2012, Huang Jianguo- Member of Hunan Provincial Party Committee Standing Committee and Director of Hunan Discipline Inspection Commission made an important instruction on Chenzhou working experience on optimizing industrial park condition. It was mentioned in the instruction that Chenhzhou government paid special attention to the authorities’ performance, service, and marketing order regularization to upgrade the industrial park development power and keep its increasing trend in the “authority efficiency upgrading year”. In order to upgrade the authority efficiency, the government should be more innovative and efficient. Only by this way, can the government issues more measures and policies to attract more investment and ensure a more prosperous new industrialization.

On the same day, Li Lijun- Deputy Director of Hunan Supervision Ministry, Director of Hunan Efficiency Office, and Director of Hunan Optimization Office commented that it was really good for Chenzhou government to handle with such characteristic and efficient work on optimizing industrial park condition.

On November 8, 2012, Hunan Discipline Inspection Commission issued a “notice” with Huang Jianguo’s comment to promote Chenzhou government working experience to the whole Hunan province

On November 1, 2012, Xiang Lili- Secretary of Chenzhou Municipal Party Committee made an instruction that all departments should follow the comments written by Huang Jianguo and Li Lijun, enhance the strength on optimizing development condition, innovate the administrative management model of industrial park, implement the favorable policies issued to the park and seize the new trend of opening-up and industrial park developing.

On November 2, 2012, Qu Hai- Mayor of Chenzhou city commented that it was a great encouragement for Chenzhou government’s work in earlier stages. Departments at all levels should follow the instructions and carry out the further work on optimization and efficiency upgrading.

From the beginning of 2012 on, taking the optimization work of industrial park as the top and urgent issue, Chenzhou municipal party committee and Chenzhou government carried out series of tasks on it. Hunan Discipline and Inspection Commission, Hunan Supervision Ministry, Hunan Efficiency Office, and Hunan Optimization Office were attracted by Chenzhou governments’ great efforts on the work; what’s more, the Hunan Efficiency Office and Hunan Optimization Office made a system summarization to its working experience.

Industrial park is a special administrative region for Chenzhou government. It was specified in Chenzhou administrative rules that the issues concerned for industrial park should be dealt within 50% time of statutory requirement, which is ever shorter than the Hunan government requirement of within 2/3 time. Furthermore, some items concerning the project approval should be within 1/3 time. Some other mechanisms like project approval should be done within specified time. Special administrative service center was established in the park and it was authorized to carry our all approval issues. Supervision mechanism with service teams was set for key projects with over 100 million yuan investment or 20 million USD.

In order to grant the industrial park a simpler condition, Chenzhou government carried out the “closed-end” management system for the industrial park and well implemented “some rules on the enterprise inspection regularization of Hunan province”. Specialized favorable polices were discharged to enterprises in the park. Meanwhile, the projects listed in provincial levels were free of local administrative fees.

In order to grant the industrial park with a free trouble condition, Chenzhou Optimization Office pushed relative departments to solve troubles timely, pushed the public security department to implement renovation responsibilities and set stations in the park, and carried out special action on fighting for illegal behaviors.

In order to grant the industrial park with stable policies, Chenzhou municipal party committee and Chenzhou government pay much more attention to the overall optimization of industrial park condition. The government issued “suggestions on the acceleration of industrial park construction”, “suggestions on further optimization of industrial park condition”, etc.. Especially for the later suggestions, 23 specified measures on 6 aspects were listed on it. It was a first administrative file issued for the optimization of industrial park condition among 14 cities of Hunan province.
