“All the departments should pay special attention to the comprehensive treatment work of heavy metal pollution of Donghe river, Xihe river and Wushuihe river on the basis of the responsibility toward people and history.” Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou Government firmly made such a statement during the investigation of the above mentioned rivers.

Due to the historical reasons, all the three rivers turn out to be various degrees of heavy metal contamination. In recent years, Chenzhou city carried out comprehensive management of heavy metal pollution toward the three rivers and achieved effective results.

Qu Hai led some subordinate departments’ principals to take the investigation together, and carefully checked the detailed comprehensive management work of the heavy metal pollution. After listening to the working reports on the management, Qu Hai pointed out that as it was listed in the 18th National Congress of CPC, the natural ecological system and environment protection strength need to be forcefully enhanced and ecological civilization construction emphasized. Those requirements proposed new tasks and demands to the specified work of government.

Qu Hai stressed that departments at all levels should further unify the idea and awareness to promote the comprehensive management of the heavy metal pollution to Donghe river, Xihe river and Wushui river. The implementation of this work is to meet the demand of the spirit of 18th National Congress of CPC and the demand of “two-oriented” society demonstration belt of Chenzhou , severe trend of Chenzhou heavy metal pollution, and seize the chance of state environmental protection policies,, so that it should be planned scientifically and handled comprehensively. Chenzhou environmental protection department should work out the management plan, and some other departments like the forestry department and water conservancy department have to figure out accessory plans. All the departments should actively work together with the leadership team of the management work. Now special actions should be carried out to shut up the illegal beneficiation and smelting firms on the rivers and to limit the pollution to original places. What’s more, strict management and punishment work should be implemented towards some illegal behaviors.

Qu Hai stated that the enterprises would be forced to carry out the transformation development through such strict management work. The upgrading of the beneficiation and smelting firms would help to make the conditions of the entire rivers better in future, which would also help to provide people along the rivers with a better living condition.
