The On-site conference of Chenzhou integration of urban and rural areas, new rural construction and industrialization of agriculture was held on November 29, 2012. Xiang Lili- Secretary of Chenzhou Municipal Party Committee stressed on the conference that all the departments should try to explore an overall development way for urban and rural areas to reflect the characteristics of times, in line with the characteristics of “two types”, with the Chenzhou characteristics of the development of urban and rural roads. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city delivered a working report on the conference.

In recent years, especially since the beginning of this year, Chenzhou government has followed the main line of overall development of urban and rural areas to promote the construction of urbanization and new rural reconstruction. Many sound models, experience, ways were innovated on the process, and especially a batch of characteristic demonstration towns and villages were established in Chenzhou city.

Concerning the work of overall development of urban and rural areas, Xiang Lili emphasized departments at all levels should well understand its strategic significance. It is not only an economy concern, but a society and well-being concern as well. It is not only the significant structure concern of economy, but also the basic driving force of development. It is not just the final target, but also the necessary process. To achieve the overall development of urban and rural areas is the specified action carried out to implement the strategic allocation of the 18th National Congress of CPC, which fully meets the development demand of Chenzhou city. To carry out the overall development of urban and rural areas is to promote the scientific development. A well-off society should be fully improved by the overall development of urban and rural areas.

Xiang also stressed that all the departments should grasp the new requirements of overall development of urban and rural areas to explore an overall development way of urban and rural areas with the times characteristic, “two-oriented” characteristic and Chenzhou characteristic. The overall development of urban and rural areas has the distinct stage and regional characteristic, so that all the departments should stay firmly rooted in the present condition, looking forward to the future promotion. Furthermore, all the departments should well grasp its general requirements, basic connotations and fundamental principles.

Xiang required that departments at all levels should highlight the key areas of overall development of urban and rural areas to fully promote and upgrade the efficiency and level of the overall work, take the construction of town cluster as the main form to develop a unique town cluster development pattern, take the construction of small towns as a strategic base to form a region center with big county downtown, the region support with central town, and the region feature with new rural construction. The development of modern agriculture will be regarded as the main content to expand its scale, create its brand, upgrade leading enterprise, and enhance the force of organization; the infrastructure construction will be taken as the strong support; the equalization of public service will be considered as an inherent requirement while the pursuit of ecological civilization construction will be kept going to carry out the greening work and form the green development model.

Xiang also emphasized that all the departments should work and cooperate together to improve the overall development of urban and rural areas. To carry out the overall work calls for efforts from each department, so the departments should further emancipate their minds, innovate new philosophies, ideas and methods with the views of internationalization and modernization. The establishment of institutional mechanisms conducive to the integration of urban and rural development needs to be made to unity forces for the implementation of work.

Qu Hai pointed out in his working report that a new pattern of integration of overall development of urban and rural areas should be built; the driving function of central city should be enhanced; the demonstration belt construction of town cluster and Chenzhou-Zixing-Guiyang “two-oriented” society should be forcefully promoted; the county downtown and demonstration town construction should be highlighted and the equalization of infrastructure and basic public service of urban and rural areas should be further promoted.

Qu Hai said the new rural construction should to be promoted further. The new rural demonstration belt construction of Chenzhou avenue should be accelerated with the key work of industrialization system, infrastructure, village environment condition upgrading and ecological demonstration lobby; rural environment comprehensive treatment action should be enhanced further; pilot work of new rural construction should be promoted actively; and the main role function played by the peasants on the new rural construction should be fully kept.
Qu Hai required that the industrialization of agriculture should be upgraded forcefully; the large industry should be cultivated with the planning guide, highlight of processing and cluster development; the large base should be established to forge a batch of special towns and agricultural counties with distinct features and strong competitiveness; the leading enterprise should be well supported to build numbers of leading agricultural enterprises with strong competitiveness in Hunan province and even China; the great logistic should be promoted with the support of transportation platforms to accelerate the development of agricultural products logistic and the exhibition and trade center of agricultural products with Hunan-Guangdong-Jiangxi (Chenzhou) characteristic should be promoted actively.
