Xiang Lili, Qu Hai investigate land departments

“In order to implement the spirit of 18th National Congress of CPC, the land department should carry forward the spirit of trying first and opening up to work creatively.” On December 12, 2012, when Secretary of Chenzhou Municipal Party Committee- Xiang Lili and Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City- Qu Hai took a research in Chenzhou Land and Resource Bureau, they emphasized the importance of innovation thinking of solving the bottleneck of land.
To guarantee the land requirements on “transportation construction, industrial transfer and city upgrading”, Chenzhou Land and Resource Bureau allocated 22 lands, leased 122 lands with 3.044 billion yuan and transferred some lands with 142 million yuan, which enabled the total land leasing income to be 3.185 billion yuan.

“Land, capital, environment, etc. are the bottleneck problems hindering on the way of Chenzhou society and economy development currently; however, I believe all can be settled with our efforts.” Xiang stressed that the land department should carry forward the spirit of trying first and opening up, focus on the management, enforcement, reform, innovation, approval, construction etc. and to protect the bottom line and ensure safety”

Xiang pointed out that carry outing the reform is the only way to reach improvement. The land department should play full function on the favorable policies granted by Hunan provincial part committee, obtain more land projects with better solutions, crack the bottleneck problems of land with innovative ideas and get more favorable policies to grant Chenzhou society and economy development with better conditions.

Xiang also stated that Chenzhou would step into a new and fast developing stage next year, so land departments need to enhance the reform and innovation to figure out more simplified working procedures and plans with 5,000 acres of land reserves and 5 billion yuan land leasing income.

Xiang pointed out land departments had to focus on the innovative study of the following ten aspects: first, how can Chenzhou city achieve the balance on social development, land and city construction plan; second, how to obtain favorable policies on Chenzhou special town cluster construction; third, how to make the full use of land on social development; forth, how to do better in land marketing management and land reserve; fifth, how to do better in land consolidation and balance; sixth, how to get the approval of pilot city construction in mountains; seventh, how to regulate real estate development and investment attraction; eighth, how to enhance the mining license and right management; ninth, how to further improve retreatment and restoration of mineral resources; the last is about further strengthening the sense of service for local economy as well as the team and work style building.

Qu Hai said, land departments should provide a strong resource support to Chenzhou economy and social development and “another three years for refulgence” project, extend the land usage on Chenzhou practical condition to make full use of limited land resources, highlight the key points to ensure land requirement, and follow the construction of doing well in people's livelihood of affordable housing, the urban-rural integration of land protection in accordance with the development needs of building a moderately prosperous society.

Qu also stressed that the land departments have to seize the chance of constructing the demonstration area of south Hunan undertaking industrial transfer, poverty alleviation development of Luoxiao mountainous area, etc. to obtain more projects and funds, enhance the land banking capacity, mineral resource management and support capacity, develop mineral resources reasonable with better protection and supervision, and improve the working style with better service and efficiency.
