Looking back on 2012, Chenzhou people have fought hardly to achieve the progress on economy and society. With the correct leadership of Chenzhou municipal party committee and Chenzhou government, Chenzhou people have followed the general requirements of “another three years for further refulgence”, the idea of “internationalization, two-oriented city, three establishments, and four transportation projects” and kept the basic principal of “sound and fast progress on basis of stability” to achieve a good start under the severe and complicated macro-economy situation.

The economy development of Chenzhou city achieved progress on the basis of stability in 2012. Its estimated total GDP hit 153 billion yuan, up over 12%; the total fiscal revenue amounted to 18 billion yuan while general budget revenue was 11.7 billion yuan with an increase of 20% and 23% respectively; the fixed asset investment reached 109.5 billion yuan, up 35%; total retail sales of consumer goods hit 55.5 billion yuan, up 15%; per capita disposable income of urban residents was 20,300 yuan while per capita net income of farmers was 7350 yuan with an increase of 15.% and 18% separately. Furthermore, Guiyang and Yongxing County were listed into the top ten counties of Hunan provincial county economy, and Jiahe County was named as an advanced county of Hunan provincial county economy.

Together with steady growth of economy, Chenzhou city tried its best to promote the transformation of economy increase mode to be intensive and innovative, especially the “five transformation” of the traditional resources economy.

All these efforts on transformation development promote the upgrading of Chenzhou industrial economy, including 15.5% increase of large-scale industrial added value, 35%, 32% and 30% increase of equipment manufacturing industry, electronic information industry and high-tech industry, 24% increase of scale industry of industrial park, fast improvement of modern service industry, 16.7% and 23.4% increase of balance of the deposits and loans of financial institutions,15.3% and 19.5% increase of tourists and tourism income,28.9% and 14.4% increase of circular flow of highways, water ways transportation, post & telecommunications business and 24% increase of agricultural processing industry, etc..

Focusing on the promotion of constructing the demonstration zone of south Hunan undertaking industrial transfer, Chenzhou city achieved certain results on the reform of key areas and points, like the combination of Chenzhou economy development district and Beihu district, fulfillment of restructuring and reform of county administration, achievements of reform on agriculture, sanitary, culture industries, etc.. Furthermore, the paid-in foreign investment and domestic investment reached $ 750 million & 27 billion yuan with the increase of 19% and 19.5% separately. The total foreign trade volume and processing trade volume amounted to $ 2.5 billion and $ 1.6 billion with the increase of 60% and 250% respectively.

Chenzhou government further strengthened the planning of urban and rural development in 2012. The development and poverty alleviation work on four counties in the Luoxiao mountainous area has achieved great breakthrough during this year. 10.3 billion yuan was invested on the infrastructure construction of central city. The application of a national garden city passed the preliminary assessment of Hunan province. The first phase of task on constructing Chenzhou-Zixing-Guiyang “two-oriented” society has been fully completed while the featured counties and new rural construction were promoted forcefully. The“lighting-up Chenzhou” project is very productive.

12.36 billion yuan investment has been fulfilled on the transportation construction. Xiarong and Hengwu expressway and 5 main highways were opened to public. 381kms highway construction project was under the schedule. The roadbed work of Chenyong Avenue can be finished before 2013 Chinese Spring Festival. 3.16 billion yuan has been completed on the water conservancy project construction, taking Jiangyuan water reservoir project for example, 0.29 million rural residents are able to enjoy safe drinking water.

The “three-year greening plan” was handled well at the very beginning and establishment of a national forest city was launched officially. 5.2 billion yuan has been fulfilled on the afforestation for 0.704 million mu barren mountains; “10 environmental protection projects” were fully started; 1.25 billion tons of backward production capacity was eliminated; 13 main projects of 25 heavy metal retreatment items have been finished while the rest are under schedule and all the emission reduction tasks issued by Hunan province were completed.

Key word: improvement on well-being condition

99 targets of “100 well-being projects” have been fully completed. The financial expense on well-being projects achieved an increase of 14.6%. 60,000 poor people were out of poverty. 63,000 employments were added in urban areas; 52,800 rural labor forces were transferred; the unemployment rate of urban areas was just 3.96%, and Chenzhou city was entitled with a “national advanced entrepreneurship city”. Meanwhile, the work on education, population plan, culture, sanitary and other public serving projects made great achievements, which helped to keep the stability of Chenzhou society.

The production safety situation continued to improve, and overall social harmony and stability is achieved, so the masses satisfaction with public sense of security and contingent of cadres building ranked second in the whole province.
