It was approved by the State Council that Dongjiang river ecological environmental protection and comprehensive utilization project was selected as an alternative option of Asian Bank loan. Dongjiang river project was the exclusive approved project from Hunan province.

Because of its high quality water resource, abundant natural biological resources and unique landscape, as well as important strategic position in the economic and social development in Hunan province, Dongjiang river gained more concern from the State gradually in recent years. Followed by the new policy and idea on the protection of lakes in China, Zixing county kept fighting for applying more support for Dongjiang river protection project from the State. Many achievements were reached with their efforts, such as Dongjiang lake was selected as the supplement protection pilot of the State ecological environment protection project in 2012, Chenzhou Zhonghuan Scientific Investment and Financing Co., Ltd was established by China Environmental Science Research Institute and Zixing government focusing on Dongjiang river’s protection and development, a special investigation report was submitted to the State “Two Sessions”by the president of China Environmental Science Research Institute and academician of NSA- Meng Wei for getting more support for Dongjiang lake, etc..

Concerned for the significance of further protection and development of Dongjiang lake, the State Council selected it as one of the alternative options of Asian Bank’s loan plan in 2013-2015. According to the plan, $ 130 million would be issued to Dongjiang lake project for its pollution retreatment, comprehensive improvement of environment, rivers improvement, ecological restoration, environmental monitoring and infrastructure construction, comprehensive utilization projects, etc..
