It was learned from Rural Ministry of Chenzhou Municipal Party Committee that the main work for three-year plan of rural environment improvement were “five improvements” of villages & towns governments, main landscapes, main roads and urban-rural adjacent areas. According to the plan, the goal without bare rubbish, bare earth, abandoned houses and the goal with green lighting, sound social order, and long term mechanism should be reached by all villages & towns government and main landscapes and 20% administrative villages in 2013, while to be improved to 40% and 80% administrative villages in 2014 and 2015 separately. More than 3 million peasants would be benefited from such plan.

Beautiful rural area is a part of beautiful Chenzhou city. It was learned that a “five improvements” project- purification, afforestation, beautification, lighting and ordering concerned on the rural environment retreatment was fully carried out in Chenzhou city recently.

Garbage disposal was the most difficult problem to be handled on the project process, so a series village garbage transfer stations and refuse refill stations should be built in rural area and cleaners should be allocated accordingly to the population quantity to assist the improvement of purification in rural area.

In the following three years, a “lighting-up” schedule has been figured out to fully carry out the upgrading of “light up Chenzhou city” project. In 2013, all the lamps installation of main roads and landscape beautification should be fulfilled in all central towns and villages; in 2014, lamp installation of town governments, main landscape areas and villages along the main roads should be completed; in 2015, lamp installation of public areas of villages should be finished. Companied with the construction of“ten cities, ten thousand lamps” LED pilot demonstration project, LED green lighting way were promoted in Chenzhou city accordingly to enable all the villages to be installed with lamps.

In order to promote the further improvement of rural roads condition, the illegal market on roads would be banned in all national & provincial roads, county & village roads, and all other roads gradually in 2013, 2014, and 2015.

At the meantime, the construction of rural planner team would be enhanced to upgrade the rural area planning work. In 2013, planning work on town and village governments, main landscapes areas, villages along main roads and central villages should be finished. In 2014, planning work on all villages should be completed. All the planning work should be carried out strictly to ensure the new rural project can be fulfilled well.
