It was learned from the on-site working conference of Chenzhou basic tobacco land consolidation that 0.2 million mu basic tobacco land consolidation and other infrastructures should be fulfilled within 3 years to enhance the modernization of tobacco industry and upgrade Chenzhou tobacco brand. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference and delivered their speeches there. 

According to the tobacco industry development plan figured out by the State Tobacco Monopoly Bureau, more than 100 billion yuan funds would be invested on the construction of tobacco base infrastructures in the following three years, especially on land consolidation. in 2012, 5 basic tobacco land consolidation projects were approved in Chenzhou city with 23700mu tobacco land, accounting for 43.2% of the total amount of Hunan province. In 2013, by conquering the problems caused by extreme weather, all the land consolidation work were successfully completed in Chenzhou city which enabled the further improvement of Chenzhou city’s tobacco industry.

Xiang stated that land consolidation was the breakthrough point for the overall development of urban and rural areas. It was concerned for the development of modern agriculture, overall environmental treatment of urban and rural areas, urbanization and improvement of industrialization. So it should be handled with more scientific methods and overall planning under local practical condition and should be handled with the consideration of ecological protection.

Xiang also required that the tobacco agriculture modernization should be promoted on the basis of tobacco land consolidation. More efforts should be paid on the improvement of infrastructure construction, agricultural machinery promotion, management, organization and protection work, etc. to promote Chenzhou city’s take-off.

Qu Hai highly affirmed the achievements of land consolidation in 2012. He pointed out that the land consolidation work should be further upgraded to promote modern tobacco agriculture development to establish the agricultural demonstration area. Meanwhile all the relative departments should try their best to obtain more favorable policies and support on the land consolidation project construction to ensure all the tobacco leaves production targets set in the beginning of 2013 can be achieved successfully.
