It was reported that No.3 file of Chenzhou municipal party committee entitled “comments on the acceleration of overall development of urban and rural areas” was issued in Chenzhou city at the end of this June. Many new favorable policies were released by Chenzhou government and Chenzhou municipal party committee on acceleration of overall development of urban and rural areas. It was purposely to form a more perfect infrastructure system, public service system and institutional system for overall development of urban and rural areas till 2020. According to the plan, higher rate of urbanization of 60%, smaller residents income gap between urban and rural areas of 24:1, fulfillment of a well-off society and central city in inter-provincial areas, great achievements of international modern opening city, and establishment of new style of urban and rural pattern would be fulfilled by Chenzhou city in 2020.

Idea of“general Chenzhou” was proposed first time

There were some weaknesses occurred on the process of overall development for the isolation of urban and rural areas’development plan. The idea of “general Chenzhou”was proposed in the NO. 3 file for the first time, which was with clear specification that overall plan should be figured out on the basis of the whole city. Till the end of 2015, a full supporting plan should be completed. Some counties out of the list of the plan could be facilitated with special village planner on local condition.

The priority for the plan was to promote the construction of the great cross townships as Chenzigui and Chenyongyi to be featured demonstration zone of overall development of urban and rural areas. Furthermore, some competitive industries should be improved along the artery traffic lines, and modern industrial cities and modern agriculture should be formed accordingly to promote the development.

New policy of housing fund was issued to help the farmers immigrate to urban area

Residence and housing were the two problems hindered on the way of farmers immigration to urban area in earlier time. But now, a new policy of housing fund was issued on the NO.3 file to help the farmers immigrate to urban area.

According to the file, a new overall residence migration mechanism would be explored in Chenzhou city to implement a unified residence registration system on urban and rural areas. Followed the principal to register residence on the basis of the citizens’ living area, the citizens would be registered as residential residence. Some residents with fixed living place, stable job or income could be transferred to urban residence. Some other favorable policies on contracted land and family plan policy were issued for the residential residence and rural residents transferred to urban residents.

According to No.3 file, more favorable housing fund policies were also issued to the rural transfer residents.

Equal public services were implemented in urban and rural areas

In order to fix the unequal situation on the urban and rural areas’public services, more requirements were listed on the No. 3 file to accelerate the infrastructure construction in both urban and rural areas. Concrete road or pitch road construction, public bus development, infrastructure improvement of farmland, upgrading drinking water condition, transformation of rural electricity network, internet expansion, etc. were listed in the file.

Furthermore, all the village primary schools were covered in the qualified school construction plan. Principal medical treatment, public cultural service, sports facilities improvement and other aspects concerned for the public services were specified in the file with clear improvement targets.
