It was required on the conference on the on-site transportation construction conference and regulation of overload working conference

The on-site transportation construction conference &regulation of overload working conference of Chenzhou city was held on July 3, 2013. Xiang Lili- Secretary of Chenzhou Municipal Party Committee stressed on the conference that all the departments should try best to carry out the transportation construction project in this best construction season to fulfill the task set in the beginning of this year. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

Detailed comments and scheduling on the all the counties’ transportation construction were discussed on the conference. Furthermore, mobilization and arrangement on regulation of overload working were carried out on the conference as well. Principal of Guiyang county shared their working experience on the transportation construction.

In first half of this year, total transportation construction of Chenzhou city was hit4.186 billion yuan with an increase of 9.58%. Among them, there were 1.423 billion yuan on expressways, 1.11 billion yuan on the main roads projects of “twelfth five-year plan”, 263 million yuan on rural roads, 350 million yuan on road greening project, and 140 million yuan on other projects. Concerning for the overload rate reported on the overload regulation stations was kept lower than 0.1%.

It was pointed out by Xiang Lili that transportation construction was the top issue for the development of Chenzhou city in recent years. 2013 was the typical year for this top issue, so all the departments should pay much more attention and efforts on it to promote its further development.

Xiang also emphasized that it was the golden construction season from July to October, all the departments should seize the chance to fulfill the targets set in the beginning of this year ahead of time schedule and launch new year construction plan earlier.

Xiang required that enhanced leadership should be placed on guiding the construction issues; scientific organization should be carried to promote the construction details; more efforts should be tried on solving the problems hindered on the way of construction progress; more ideas and methods should be figured out to obtain more support and favorable policies on the transportation construction projects; and long term plan should be worked out with this best chance to promote the development of transportation condition.

Xiang also stated his requirements on the overload regulation work especially to upgrade the management level to make sure the safety of transportation and achieve best comprehensive efficiency of the transportation construction carried out in Chenzhou city.

Qu Hai mentioned that in order to accelerate the construction progress, a more specified responsibility mechanism should be perfected and carried out; more methods should be tried to solve the key problems especially the financing problem on the promotion of construction; construction condition should be improved; working style should be upgraded by all the departments to cooperate together to carry out the construction issues.
