Mobilization conference for establishment of national traffic management model city and scheduling conference of “three establishments” and upgrading work was held on August 1, 2013. Establishment of national traffic management model city was launched officially on the conference, which was purposely to improve Chenzhou’s traffic condition, upgrade city management level and promote the harmonious development of Chenzhou city. It was required that the this establishment work of traffic model city should be tried to be past national acceptance before the end of 2013. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City stated that all the establishment work should be promoted with the preset time schedule and tried to be approved successfully,

What is establishment of national traffic model city? It was introduced that it was to upgrade the traffic management level to be national first grade by following the requirements listed on assessment index system of city road traffic management. Traffic organization, public transportation, static traffic, order of main roads, awareness of traffic safety and regulations, and other details were specified in the assessment index system with specified standards.

“It was an important starting point to upgrade city’s management level by establishing national traffic model city. As required, self-assessment should be finished before August 15, 2013, provincial and state ministries’ assessment should be finished before September 15 and October 15 respectively, and final national acceptance should be done at the end of this year.”- said Xiang Lili. He also pointed out that it was a good time for Chenzhou city to launch this establishment work under current situation.

Xiang also required that all the departments should try to upgrade the traffic management level by following this establishment target, especially on the traffic planning, construction and management. First, the traffic planning should be figured out previously. Second, traffic construction should be upgraded by carrying out relative upgrading projects. Third, traffic management should be improved with higher standard.

Qu Hai hosted the conference and stated that it was the crucial period of all the establishments projects, all the departments should work together with strengthened forces to solve the problems hindered on the establishment way and try to fulfill all the targets on time.

Some municipal leaders of Chenzhou city attended the conference and presented some suggestions on the establishment work.
