It was a successful achievement reached by both efforts of Hunan provincial and Chenzhou municipal government

It was learned from Chenzhou Municipal Party CPPCC that with the efforts of both Hunan provincial and Chenzhou municipal government, all 11 counties of Chenzhou city were enrolled in the list of linkage area of south Jiangxi province’s Soviet area. So, all the counties could be favored with the policies support as this area.

On the investigation for Ganzhou city’s Luoxiao mountainous area poverty alleviation handled by Chenzhou Municipal Party CPPCC last June, the investigation team found that Ganzhou city was fighting for obtaining the support policies on former central Soviet area from the State Council, but no Hunan province’s cites was covered there. Chenzhou, Zhuzhou, Yueyang, Changsha, and Hengyang city of Hunan province were with close connection with the former central Soviet area and contributed greatly on its establishment and development. It was reasonable to cover these cities into the support policies. So, the investigation team of Chenzhou Municipal Party CPPCC presented its suggestion to Chenzhou Municipal Party Committee and Chenzhou Government to obtain the polices support as well.

When Chenzhou Municipal Party Committee, Chenzhou Government and Chenzhou Municipal Party CPPCC submitted their reports to Hunan Municipal Party Committee, Hunan Government and Hunan Provincial Party CPPCC concerned about the policies support issues, the State council released the file named“suggestions on the support of south Jiangxi province and other former central Soviet area” which was with series favorable policies on promoting the development of the area. But at the very first time, some cities from Jiangxi, Fujian and Guangdong provinces were list there, excluding Hunan province’s cities.

Hunan Provincial Government and Chenzhou Municipal Government kept working on this issue though failed at the first time. Some proposals were submitted to CPPCC, some central ministries and the State Council afterward. A special working team was formed to take care of this issue in Hunan province.

With the great efforts of both Hunan Provincial Government and Chenzhou Municipal Government, a breakthrough was reached for this issue recently. 18 cities and counties of Hunan province (11 counties were from Chenzhou city) were enrolled in the development plan of south Jiangxi province Soviet area and were favored with the policies support accordingly.
