Trying to change the “long-drawn-out” project to be demonstrative project

Problem:

Relocation project of Chenzhou Flue-cured Tobacco Factory of Hunan Tobacco Flue-cured Co., Ltd. was located in Youshan village along Chenzhou avenue with one billion yuan investment. Followed with the construction plan, it was divided into two phases. The first phase was launched in April, 2011. But because of the approval issue and construction issue, land consolidation and some other accessory facilities as road projects were lingered for three years without any progresses.

Questions:

Once arrived at the construction site of the relocation project of Chenzhou Flue-cured Tobacco Factory, Xiang Lili- Secretary of Chenzhou Municipal Party Committee questioned the principal of this project: “it became a long-drawn-out project for no action taken for its development on your side.”

On the way driving to the construction site, dusts were flying on the air which was quite different from the beautiful greening scenery of Chenzhou avenue. Xiang blamed that: “except this project part, the whole Chenzhou avenue was present a beautiful image for the visitors of Chenzhou city. No matter how hard it would be, all the responsible departments should try to improve its construction progress on the basis of standard of city construction.”

Solution:

After checking the construction site of this project, Xiang held an on-site working conference in a simple board room on the construction site. Xiang stated that it was the golden season for construction recently, so the project owner should take special measures to promote the progress of the construction with special speed.

Xiang also asked that three-year time has been wasted by the owner, so they should try best to compensate the lost to handle out a first grade project in a shortest time. On the other hand, all relative departments should pay much more attention to solve the problems hindered on the way of the project construction and promote it accordingly.

Xiang said: “this project would be an example to check the effect of transformation of working style and emancipation of mind. It should be changed from a long-drawn-out project to a demonstrative project with all efforts.”
