It was emphasize that further improvements should be reached for county economy to assist Hunan province with a sound and rapid development of economy and society in Hunan county economy working conference on August 29, 2013. Focusing on the requirement listed by Hunan Provincial Party Committee on the promotion of well-off society, some detailed work on promotion of Hunan county economy and new rural construction were discussed and arranged on the working conference. Du Jiahao- Deputy Secretary of Hunan Provincial Party Committee and Governor of Hunan Province delivered an important speech on the conference. Sun Jinlong- Deputy Secretary of Hunan Provincial Party Committee hosted the conference. Zhang Shuofu- Vice-governor of Hunan Province laid out the rural production work for coming autumn and winter.

Followed with the implementation of the acceleration of development for county economy which was issued by Hunan Provincial Party Committee and Hunan Government in 2004, there were great achievements reached in Hunan province. According to the statistic, county areas’ GDP was amounted to 147.54 billion yuan in Hunan province in 2012 with an annual increase of 13%; and county areas’fiscal revenue was amounted to 101.57 billion yuan with an annual increase of 23.2%. Furthermore, the annual growth rate of Hunan rural residents was 10.08% in recent 5 years. 44.77 billion yuan financial funds were released to rural issues in 2012.

In recent years, characteristic county economy project was carried out in Hunan province with great improvement. Besides the upgrading of infrastructure construction, some counties with featured county economy industries were cultivated and improved greatly, such as Changsha construction machinery, Liuyang fireworks, Liling ceramic, Miluo mineral products, Anhua dark green tea, Yongxing metal recovery, etc.. All were helpful for the further characteristic county economy industry development.

Du said on the conference: “all departments should be highly aware with the importance of development of county economy on the promotion of well-off society. It is the foundation of Hunan province well-off development and stabilization.” Du also stated that though there were some great achievements reached in the promotion of Hunan county economy, some shortages were still got on the way of its further development. All the departments should keep confidence to carry out the construction of county economy by seizing favorable chances and playing best role of local advantages. At the meantime, all the cadres and masses activeness should be mobilized to take part in promotion of county economy and Hunan province well-off society.

Du emphasized that there was no fixed pattern for the development of county economy, so all the counties should carry it out on the basis of its local advantages to promote featured industries. Some more attention should be placed on intensive development, overall development of urban and rural areas, upgrading of people’s living condition, further reform and open up, and enhanced working style rectification.

Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered a typical speech on the conference. Focusing on the overall development of urban and rural areas, Chenzhou city’s GDP hit 151.73 billion yuan, especially for five counties whose GDP reached for 20 billion yuan; fiscal revenue was amounted to 18.2 billion yuan; and urban per capita disposable income and rural per capita net income was about 20016 yuan and 7410 yuan separately. Zixing city, Guiyang county and Yongxing county were awarded as 2012 Hunan province strong county economy counties. Beihu district and Yizhang county were enrolled as the advance counties of Hunan province county economy development. Yongxing county was listed in the first batch of key counties of Hunan characteristic county economy.

Xiang stated that Chenzhou city adhered to the concept of innovation to form the new development patter of development. Some characteristic county economy counties were promoted in Chenzhou city with its local advantages. Furthermore, Chenzhou city kept to take the ecological development way to ensure the city’s economy can be improved fast and healthily.

Dai Daojin- Member of Party Group and Secretary-general of Hunan Government presented “solutions on rewards for strong counties of well-off economy, advanced counties of economy development and fast improvement counties of economy development” and “notice of final list of the first batch of key counties of Hunan characteristic county economy”.
Representatives of Ningxiang county, Miluo county and Zhongfang county delivered their typical speeches on the conference as well.

Some Hunan provincial leaders and Chenzhou municipal leaders attended the conference.
