Special interview with Zhou Jinlong – Mayor of Miluo city which was one of the top ten strong cities of Hunan municipal economy development

“Miluo city’s GDP hit 23.44 billion yuan in 2012, total fiscal revenue was fulfilled with 1.72 billion yuan, and per capita disposable income of urban residents and per capita net income of farmers were with 23,379 yuan and 9848 yuan respectively. It was improved to be one of the top ten strong cities of Hunan municipal economy development and was awarded as red flag advanced unit of Hunan province on new industrialization. ”Zhou Jinlong- Mayor of Miluo city delivered a typical speech on working conference of Hunan county economy in Chenzhou city.

It was introduced by Zhou that the circular economic park was constructed as a platform for the promotion of new industrialization which was successfully improved as the core economic development pole. Five industries like recycled copper, aluminum, stainless steel, plastic and rubber were formed with the support of the economic park and introduction of leading projects. The preliminary clustering of comprehensive utilization of resources has been realized. Till now, more than 340 processing enterprises of recycling resources have been settled down in Miluo city, 134 of which are scaled enterprises. Especially for the recycling copper processing enterprises, 36 ones with more than 1.5 billion yuan investment have been settled here. According to the data, the annual production capacity would be 0.25 million tons of over 10 billion yuan annual output value. It was improved as one of the famous copper processing base of China.

On the other hand, Miluo city played more attention on the acceleration of technological innovation to provide the enterprises with better technological service. Zhou said, the key feature for Miluo city’s county economy was to promote circular economic development with “urban mining”. Used TV, computer and other waste electronic products were the “urban mining” resources of Miluo city. All those resources would be processed to be some raw materials of industrial manufacturing and reused. Miluo city was improved as the biggest and most influential “urban mining” demonstration base in south-central China.

Zhou considered that the key point for promoting the development of county economy would be unique features and brands. It should play the best role of local features on the basis of market demand to forge key industries and promote stable, sound and rapid development of county economy.
