Special interview with Gong Hongguo- head of Youxian county which was one of the top ten strong counties of Hunan county economy development

“It was the eighth consecutive times for Youxian county to be approved as one of the top ten strong counties of Hunan county economy development. As a mayor coal-producing county, Youxian county is with annual coal production capacity of more than 6 million tons. In order to improve the refined processing of coal industry and extend the industrial chain, more experiences should be learned from Chenzhou city by Youxian county.”said Gong Hongguo- head of Youxian county. 

It was with rapid economic development speed for Youxian county in recent years. Generally speaking, GDP and fiscal revenue could be doubled every three years by the county. Currently, both resource recycling utilization and refined processing of coal are required for further improvement in Youxian county. It was introduced by Gong Hongguo that a coal washing and dressing enterprise with the annual production capacity of 2 million tons and a integration project of coal and electricity with over 7 billion yuan investment were introduced into Youxian county recently and were handled out well. Per the integration project of coal and electricity, once placed to operation, its annual coal consumption would be around 3 million tons. It was estimated to be combined to grid in the first half year of 2015.

Gong stated that Chenzhou city was with abundant mineral resources. It was stressful after visiting the industrial parks of Chenzhou city and learning its county economy development condition. Youxian county would place much more attention on the further upgrading of traditional industries next step, especially the coal industry.

It was introduced by Gong that there were “three three-year plans” listed in Youxian county for the further development. First, three-year upgrading plan for resources, it would be focused on the refined processing of coal to upgrade the production capacity to 10 million tons with 10 billion yuan production value. Second, three-year beautiful Youxian county plan, it was planned to fully close hillsides to facilitate afforestation in Youxian county to cultivated 2 million mu forest in 20 years. Third, well-off Youxian county plan, it would be followed the classified guidance to promote the well-off society construction and meet its demand. All the plans would be proceeded year by year.

Concerning for the future development, Gong presented his “three dreams”. First, a dream of promoting Youxian county to be a municipal city; second, a dream of well-off society; third, a dream of being approved in final list of national top 100 strong counties of county economy development in 2017. Gong was very confident to realize all the dreams with all the county people’s efforts, though it was stressful and tough under current condition.
