Conference of immigrants work and agricultural production in autumn and winter was held in Chenzhou city. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City stated that the immigrants work and agricultural production work were concerned for the well-being projects and stability of society, so all the departments should follow the arrangements dispatched by Chenzhou government to carry out all relative work accordingly and ensure all tasks can be fulfilled on time.

Trying to increase the income of the immigrant family to establish the well-off society

Because of construction for some water conservancy projects, 0.525 million people were immigrated from their earlier hometown in last 60 years. Till the end of 2012, 1.647 billion yuan has been placed on the support policies for immigrants, 518 million yuan of which were released to the immigrants account directly. All the departments paid much attention on the immigrants work to upgrade their living condition and keep the stability of the society. Because of these great achievements, the immigrants work’s experience was promoted in Hunan province.

Immigrants work was a part of rural work, the highlight part of “three rural” issues and also one of the key points of new rural construction. Qu Hai stated that further high attention should be paid on immigrant work on the basis of establishment of well-off society; and much more attention should be paid on increasing the income of immigrants by handling the industrial transfer work to promote featured agricultural industries and emerging industries.

“The living condition for the 60000 immigrant families should be upgraded within 5-7 years by further improvement of infrastructures and public service on the basis of overall development of urban and rural areas; environment condition of the resettlement area of immigrants should be improved with the construction of new rural; and the immigrant families’ income should be increased by promoting the modern, scaled and featured agricultural industrialization way.” said Qu Hai.

Trying to promote the agricultural production on the basis of stable improvement of agricultural industry

Because of the severe drought, flood and disasters caused by the sharp interchange of drought and flood, Chenzhou city’s agriculture was suffered great loss in 2013. In order to ensure all the targets set for agricultural industry in the beginning of 2013 to be fulfilled on time, Chenzhou Municipal Party Committee and Chenzhou Government decide to forcefully promote the agricultural production in autumn and winter.

According to the targets, 3 million mu autumn and winter crops should be planted in 2013 with the harvest rate of 90%, farmer’s per capita income should be increased at least 200 yuan, and 10900 water conservancy projects should be finished in this winter with 2 billion yuan investment.

Qu Hai emphasized that the agricultural production plan should be implemented at the soonest time by forcefully promoting the featured planting industry especially the rape industry, grasping the autumn harvest work with enhanced demonstration sites construction and agricultural service, and helping farmers to carry out the plantation issues to ensure the increase of income.

Qu required: “ ‘two ten-thousand’activity should be carried out forcefully in the following 4 months from this September. Ten-thousand party members and cadres should be mobilized to finish more than ten-thousand water conservancy projects.” Projects concerned for safety of rural drinking water should be handled out well to solve 0.3 million rural people’s drinking water problem; water ecological civilization construction should be promoted rapidly; and water ecological landscape system with about 100 landscape projects should be established in the urban areas and counties.
