It was listed in the observation conference to the construction sites of Chenzhou city’s industrial parks on September 17, 2013 that industrial parks should be improved to be powerful engine of Chenzhou city’s take-off with upgrading quality and level. Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered an important speech on the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee hosted the conference.

The first trip for the conference attendants was Chenzhou High-tech Industrial Park. Xihe Wetland Park, Chenzhou Non-ferrous Metal Museum, emerged non-ferrous metal processing enterprises, modern electronics companies, settlement projects and other construction sites were attracted the visitors’ eyes and shocked for its rapid improvement. Chenzhou High-tech Industrial Park becomes a typical model for integrated development of industrial park and modern city.

A working report on the development of industrial parks of Chenzhou in the first seven months of 2013 and an inspection report on the optimization of industrial park’s development condition were delivered on this conference. It was learned that, in the first seven months, there were 375 above-scaled industrial enterprises in Hunan provincial level industrial park (including Xiangnan International Logistic Park); technical industrial and trade income hit 103.6 billion yuan; and scaled industrial added value was amounted to 18.71billion yuan, accounting to 40.2% of the whole of Chenzhou city.

It was stated that a unique development way with Chenzhou feature was figured out with the measures and strong forces carried out by Chenzhou Municipal Party Committee and Chenzhou Government. Though the industrial parks’ development was promoted strongly with rapid speed and prospective future achievements, there were still some disadvantages as weak overall power, accumulative effect and industrial structure, etc.

“With years’ efforts on development, the industrial parks of Chenzhou city are equipped with the conditions for faster take-off. All the departments should try best to improve the industrial parks to be the powerful engine of Chenzhou city’s take-off.”said Xiang Lili. He also stated that much more attention should be placed on the expansion, optimization of industrial structure, and scientific planning to accelerate the development of industrial parks.

Xiang also emphasized that quality and level of the development of industrial parks should be upgraded as well with new development idea, enhanced cultivation of advantageous industries, improvement of modern service industry, promotion of undertaking industrial transfer, development of ecological construction, and optimization of development condition.

Xiang stated that further reforms should be handled out to activate the development of industrial parks. More opening ideas, efficient administrative measures, enhanced service quality, upgrading working style rectification, etc. should be promoted in the industrial parks.

Qu Hai required that enhanced leadership, organization and coordination should be placed on the industrial parks to upgrade its development with higher strategic position; key projects of the industrial parks should be promoted rapidly with specified responsible system, scientific management and supervision; more attentions should be placed to solve the problems hindered on the way of the parks’ development; and more favorable policies should be implemented on the parks’ enterprises to optimize their development condition.
