When reporters arrived at Tangcun town, Jiahe county, many workers were working hard on the construction of rural roads. It was introduced by the Village Committee Director of Yingguo village, Jiahe town that 2 million yuan was collected by the village to handle the treatment of some channels and pools and construction of leisure entertainment facilities, etc. Yingguo village was just one of the examples in Jiahe county to use the funds collected by village officers to carry out public projects.

In recent years, concerning for the problem that 40% more villages lacking of collective economic income, no further promotion for new rural construction and other problems on the process of enhancement of grassroots organizations construction, Jiahe county paid high attention to encourage the grassroots teams’ activeness, especially trying to find the way to solve the funds problem. From 2010, though limited financial fund problem was available in Jiahe county, 120 million yuan funds were still issued to the 240 villages as the guidance funds to help the village officers to handle their funds collection actions. It was reported that more than one billion yuan has been collected by the village officers in recent three years, which was great helpful to improve the infrastructure construction of rural area.
