It was learned from Guiyang county that in order to ensure the flood control effect, drinking water supply, food production and ecological safety, the county would try all best to collect 550 million yuan in two years to promote the infrastructure construction of water conservancy.

In recent years, there were great supports placed on water conservancy in Guiyang county. On the basis of obtaining more water conservancy funds from upper level government, Guiyang county would carry out the balance development issues in these two years to ensure all the 51.95 million yuan county level supporting funds would be used well.

Reinforcement of risky water reservoirs, comprehensive treatment of small and medium-sizes rivers, small hydropower stations, new rural electrification, soil conservation and ecological environment, safe drinking water supply for rural area, irrigation and water source construction for drought-resistant, and other projects would be the key concern for future work. At the mean time, some more water conservancy projects with county financial budget were figured out in Guiyang county. Innovative funds collection mechanisms were carried out in Guiyang county to increase the investment on water conservancy.

To ensure the quality and efficiency of water infrastructure construction, a sound preliminary work with strict project supervision measures, quality control system and inspection mechanism was handled by Guiyang county. Furthermore, cadres and party members were encouraged to go to the villages to take part in the construction, which was greatly helpful to enhance the cooperation between government departments and social forces. Some more policies and measures were specified accordingly to improve the conservancy projects construction.
