It was learned that “comments on promotion of enhanced development of modern manorial economy” (short for “the comments”) was released by Chenzhou Municipal Party Committee and Chenzhou Government on October 29, 2013 to deploy relative work on acceleration of the development of modern manorial economy.

In recent years, leisure agriculture was promoted rapidly in Chenzhou city. According to the data, 14 leisure agricultural parks, 147 leisure farms, and over 1300 rural home inns were developed in Chenzhou city. One of them is national leisure agricultural demonstration site, and 61 of them are national or Hunan provincial star-level leisure farms. 6.40 million visitors were received by leisure agriculture industries, covering 1.5 billion yuan total output value. But some problems as small scale, low level, weak leading power, etc. were still hindered on the way of its further development.

It was required on “the comments” that all work should be guided with the idea of overall development of urban and rural areas, focused on the upgrading of agricultural efficiency and increasing of farmers’ income, and highlighted with the key points on construction of a series of modern agricultural modern farms.

In order to accelerate the manorial economy development, it was required that one production base covered with over 1000mu areas, amounted with 50 million yuan annual total output value and reached with Hunan provincial four-star level should be established in all the counties and districts of Chenzhou city in the end of 2014. Two more ones should be established in Beihu district, Suxian district, Zixing city, Guiyang county, Yizhang county and Yongxing county in the end of 2015, while rest counties were with one more. Furthermore, some large-scale and high-level leisure farms should be facilitated accordingly. With the development of different kinds of modern agricultural farms, farmers’annual average income should be increase with over 20%.

It was pointed out on “the comments” that high level planning should be figured out to improve the development of modern manorial economy. At the meantime, more attention should be paid on the development of production base, investment attraction, propaganda, reform and innovation, etc. to upgrade the improvement of modern manorial economy of Chenzhou city.
