Documentary for optimization of economical condition handled in Chenzhou city

On this May 29, 2013, after learning the problem that because of early dismiss time of public bus, some enterprises’ workers failed to take public bus to go home after overwork at night, the principal of Zixing Economical Development Zone reported this issue to Zixing government immediately and the relative departments coordinated with the public bus to settle this problem in the same day.

Actually, the above case was just a tiny example for Chenzhou city’s optimization of economical development condition and better service for development of economical zone. Xiang Lili- Secretary of Chenzhou Municipal Party Committee pointed out on the working conference of keeping stable increase of industry and optimizing development condition of industrial parks that industrial park was the key concerned for the development of industries and city, so all the departments should pay much closer attention on the optimization of its development condition.

Industrial park is the “special zone” of Chenzhou city, so special policies should be carried out on its construction

There are many enterprises settled down in 12 Hunan provincial level industrial parks of Chenzhou city, which were with huge economical volume and rapid development speed. According to the data, scale industrial added value of the Hunan provincial level industrial parks (excluding the two new ones approved in this October) hit 18.71 billion yuan from January to July with an increase of 14.3%, covering 40.2% of the total s scale industrial added value of Chenzhou city. That’s why all Chenzhou people are aware of the fact that industrial park is the “special zone”of Chenzhou city.

Favorable administrative condition was granted for the development of this economical “special zone” of Chenzhou city. In 2010, followed with the strategy of Hunan Provincial Party Committee and Hunan Government, Chenzhou city figured out“the comment on authorizing Chenzhou city’s Hunan provincial level industrial parks with some municipal level economical and social management rights” initiatively in central area of China. According to the comment, 71 municipal level economical and social management rights were issued to Chenzhou High-tech Zone and Chenzhou Economical Development Zone, 28 of which were implemented with united way. It was required by “the comment” that all the counties and districts should follow the way did by the city to authorize the county level economical and social management rights to the industrial parks.

On the basis of deepen investigation and collection of opinions, Chenzhou Government released another file “the comment on further optimization of the development condition of industrial parks”in September, 2013. 23 specified measures concerned for 6 different fields as service, security, supervision, working mechanism, etc. were figured out in “the comment”, which enabled all the favorable policies to be more feasible in the industrial parks. In this July, a mobilization conference on carrying out activity of“year of improvement of development condition” was held in Chenzhou city, which focused on the implementation of “the comment”.

Thanks to all the supports of Chenzhou people, the development condition of Chenzhou city’s industrial park was improved greatly. Till the end of this July, 74 more above scale industrial enterprises settled down in Chenzhou city’s Hunan provincial industrial parks; 133 projects covered with more than 50 million investment of each were introduced into the parks, increasing 43 ones; $3.45 billion foreign capital and 7.5 billion yuan domestic capital were paid in, up 55% and 45% separately.

The departments play the role as nanny to provide the best service to enterprises

Specified responsibilities were figured out in Chenzhou city that different departments took charge of support of policy, production factors, production condition, daily life of staffs, etc. accordingly.

As of the beginning of 2013, the fifth round of reforms of administrative examination and approval has been fulfilled in Chenzhou city. In the following days, some more policies concerned for the administrative approval were released in Chenzhou city as well to optimize the administrative efficiency. Some combined examination and approval actions were handled out in Chenzhou city as well which helped to achieve extremely fast approval speed and create “Chenzhou speed”.

All the Hunan provincial industrial parks distributed in Chenzhou city were formed with government affairs sub-centers. Some departments as public security, fire control, land resource, planning, industry and commerce, taxation, and etc. which can’t be entrusted with relative rights set branches in the parks. The sub-center played its administrative role well accordingly.

Strict supervision was carried out to ensure all the favorable policies to be implemented well

From 2012, a working style rectification activity was handled in Chenzhou city. Some strict rules were specified to regulate the civil servants behaviors. In 2013, the theme for working style rectification activity was confirmed as “year of improvement of development condition”, which paid high attention on the optimization of the economical development condition of the industrial parks. Some special supervision actions, promotion activities, on-site observation tour, and other activities were carried out in the earlier 10 months. Concerned for the complaint issues, 563 cases among the 585 registered ones were settled well with a satisfactory rate of 92%.

On the basis of full implementation of “Hunan provincial regulations on examination of enterprises”, Chenzhou city paid high attention on implementing quite day system, joint inspection system, centralized annual inspection system, online administrative system, etc. to make sure the enterprises to handle their daily production work well without so much disturb.

In the beginning of 2013, some more favorable policies concerned for lightening the burden on enterprises were issued by Chenzhou government. Some standards were disclosed online to upgrade the public supervision.
