“Instruction on the regulation of rural housing construction”(short for “the instruction”) was released by Chenzhou government on October 9, 2013 to regulate the order of rural housing construction. Specified principals and requirements were listed in“the instruction” to make sure all the rural housing construction to be handled well-organized. 

Furthermore, a TV and telephone conference on the regulation of rural housing construction was held by Chenzhou Municipal Party Committee and Chenzhou Government on October 10, 2013. The village level governments were covered to attend this conference. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized that the regulation of rural housing construction should be carried out forcefully in long term.

To meet the demand of “the instruction”, there is a long way for Chenzhou city for too many problems are hindered on the way of its development. How can Chenzhou city settle the problems?

Planning and guiding are the foundation for the regulation issues

The core point for the regulation of rural housing construction is planning. Only strictly followed with the specified planning, the regulation work can be handled out well accordingly. It was stated out by Tang Shaoxiong- Village Party Branch Secretary of Xiaowan village, Linwu county that the key reason for this disordered situation of rural housing was lacking of planning. In order to handle the village renovation, he spent more than 0.3 million yuan to entrust Guangzhou Jimei Design Institute to work out a rural housing planning for the village.

On the receipt of the 9th file issued by Chenzhou Municipal Party Committee and Chenzhou Government, all the counties and districts of Chenzhou city launched relative activities to handle out the regulation work. Take Beihu district for example, four levels were divided in the district to follow different standards to handle the rural housing construction.
On the basis of different custom of different areas in Yizhang county, the county government worked out three different styles of housing construction. All the houses in the specified area should follow relative style to build the houses. It was planned to finish 30% administrative villages’ housing planning before the end of 2013, and rest to be finished before next June.

Concerning for Suxian district, planning for 5 towns of the 9 ones and 25 villages of the 76 ones in the district have been finished now. Specified requirements for the buildings were figured out for different towns and villages accordingly.

Policy support is the key point to upgrade the level of rural housing construction

Because lacking of correct guiding and architectural knowledge, though new houses built, they cannot meet people’s demand well, which caused great loss and contradictions among some villagers. Concerning for this situation, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City stated that it was purposely to protect people’s legal property and interest by issuing such kind of instruction. At the meantime, with the ready house design, villagers can save thousands yuan to start the construction. Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee also stated that villagers should follow the specified requirement to handling the construction issues during his investigations.

According to the 9th file issued by Chenzhou Municipal Party Committee and Chenzhou Government, different funds should be integrated by the government of districts and counties to issue some awards on the villagers who follow the standard to build the houses legally. If possible, financial loan could be provided to the villagers accordingly.

Beihu district followed the file to grant subsidies on the renovation of hollow villages.

Students from the correspondence courses held by Zixing city and Hunan City College have been graduated now. All of them including the administrators of land resources admitted last year would be dispatched to the planning departments of the towns and villages to carry out the planning work.

Strict management guarantees the implementation of the regulation issues

As required by the 9th file issued by Chenzhou Municipal Party Committee and Chenzhou Government, county and town governments play the role on the implementation of regulation while village committees play the role on supervision. A strict accountability rule would be carried out by Chenzhou Municipal Party Committee and Chenzhou Government to ensure all of them play their roles well.

According to the rule issued by Guiyang county government that a rural housing construction council with 5-7 staffs should be established in every village. The council is mainly in charge of the approval and supervision of the rural housing construction.

A working mechanism called “three-three ” was promoted in Suxian district. First “three” means the three “24 hours” working standard to report the illegal behaviors of housing construction within 24 hours to the planning office, to stop the illegal construction behaviors within 24 hours and report to relative cadres, and to implement the relative rules within 24 hours after get the report. The second “three”means the rural housing construction rules of commitment, approval and guarantee.

Guided with the 9th file issued by Chenzhou Municipal Party Committee and Chenzhou Government, farmers would be granted with more help from the government on their new house construction. The regulation of rural housing construction is the top issue for the six reforms of overall development of urban and rural areas, which helps to share the achievements of reform with farmers.
