It was reported that launching ceremony of the key Hunan provincial level special project of Chenzhou city & signing ceremony with the University of Auckland was held in Chenzhou city on November 9, 2013. The project was undertaken by three high-tech enterprises of Chenzhou city and National University of Defense Technology and would be developed together with the University of Auckland.

It was purposely to develop the new technology and engineering of the rare and precious metals and set an industrialization example by implementing this special project. It was introduced that a comprehensive regulation for technical operations of rare and precious metal production and independent intellectual property rights system would be finished by handling this project. At the mean time, 6-10 core technological patents and 8-10 academic papers would be finished during that period, and 10-20 advanced technical talents would be cultivated with Central South University and some research institutions. It was estimated that the direct economical profit for this project would be reached 500 million yuan and more than 200 job vacancies would be available accordingly, which would be greatly helpful to promote the production and application technologies of rare and precious metals of Chenzhou city and Hunan province and promote the development of local economy as well.
