It was reported that a signing ceremony for Dongjiang water central cooling and power plant waste heat heating project was held in the meeting room of Chenzhou Economy and Information Bureau on November 18, 2013. Zixing government signed the contract with China Guangdong Nuclear Energy-saving Industry Development Co., Ltd. and Canada (Nanjing) Menergy Corporation in the ceremony. Fan Peishun- Member of Zixing Municipal Party Committee and First Deputy Mayor of Zixing City attended the ceremony and signed the contract.

It was introduced that Dongjiang water central cooling and power plant waste heat heating project which is a low-carbon and clear energy utilization project was amounted with $200 million budget investment. Followed with the spirit of the third session of 18th National Congress of CPC and concept of low-carbon, energy-saving and ecological city construction, Zixing city launched this well-being project. It was purposely to upgrade Zixing city image and people’s living condition to forge an ecological livable city and a demonstration city of Hunan “two-oriented society”.
