More than 300 experts gathered in Chenzhou city to discuss together about the urban and rural planning issues

It was reported 2013 Hunan provincial annual meeting of urban and rural planning was held in Chenzhou city from November 23 to 24, 2013. More than 300 experts gathered in Chenzhou city to share their experience and ideas on urban and rural planning.

The theme of this annual meeting was new urbanization and construction of beautiful Hunan province. Shi Nan- Vice President and Secretary General of China Planning Institute was invited to attend the meeting and delivered a speech entitled of “urbanization: return to rational principal”.

Shi Nan pointed out that the essence concept of urbanization is the process of changing social life, upgrading economic structure, gathering of population and upgrading of service living condition.

By recalling the history of urbanization since the founding of New China, Shi Nan interpreted the relationship among urbanization, industrialization and development of industries. He stated that the core of urbanization was people. It is a social process for urbanization, so it should not be a target of the administration, and it should not handle out the urbanization work on the pursue of urbanization itself, high rate urbanization, increase of domestic demand. It should return to rational principal of urbanization.

Yang Tao- Deputy Director of Traffic Planning Commission of China Planning Institute presented a special lecture entitled “urban transportation planning under the new urbanization condition”.

Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered a speech in written form at the meeting. The speech was named “leading with urbanization to accelerate the construction of livable city”. The key ways carried out by Chenzhou city on the overall development of urban and rural areas and promotion of new urbanization were listed in his speech as follow: first, carrying out the overall development of urban and rural areas with the main form of urbanization; second, promoting the upgrading of city by launching some establishment projects as national garden city, national sanitary city and national civilized city, some plans and actions; third, trying to build a livable city with better public service condition, better economic situation and living condition.

The award lists of 2013 annual excellent design award of Hunan urban and rural planning and 2013 annual excellent essay award of Hunan urban and rural planning were released at the meeting and the awards winners were granted with the prizes accordingly.

A symposium was held in the afternoon of November 23, 2013. Zhuzhou Planning and Design Institute, Changsha Planning, Survey and Design Institute and some other institutes shared some lectures on underground space development, study of local areas’ circulation, urban overall planning formulation, etc. with the attendants. In the morning of November 24, the attendants visited some places of Chenzhou city.

Some leaders of China Planning Institute, Yang Xiangjiang- Deputy Director of Hunan Provincial Housing Department, Liao Renqiang- Vice President of Hunan Provincial Science Association, and some municipal leaders of Chenzhou city attended some activities.
