5758kms roads open to public

When reporters arrived at the construction site of Guiyang section of X090, workers were busy in handling the construction issues to catch the time schedule of finishing it before the end of 2013. It was learned that this 10.45kms long Guiyang section of X090 was another major traffic artery for the integrated construction Chenzigui cluster.

Due to the poor transportation condition, though Guiyang county locates in an important place in the connection of Hunan province, Guangdong province and Guangxi province, it could not play good role of this advantage in earlier days. By seizing the chance of “three-year project” for transportation construction, Guiyang county presented its plan on the construction of expressways, highways, and rural roads. More than 10 billion yuan has been placed in the transportation projects in recent 5 years in Guiyang county, over 400 ones of which have been fulfilled yet.

Xiarong expressway, Hengwu expressway, S214, S323, S322, highways and many rural roads formed a new transportation network of Guiyang county to greatly improve its connection and communication interiorly and exteriorly. Guiyang county was improved with better location advantage accordingly and upgraded to be important transportation junction of south Hunan area and sub-center city of Chenzhou city.

In order to vigorously promote the construction of transportation projects, stricter accountability system was implemented in Guiyang county. The construction condition of transportation projects was enrolled in the comprehensive evaluation index system as well to check relative work. According to the data, more than 500 million yuan was obtained from upper level government and 700 million yuan was collected by some financial platforms to place on the transportation projects within these 5 years. An innovative BT mode was promoted in Guiyang county, which helped to raise over 3 billion yuan. At the meantime, over 1.2 billion yuan has been placed by Guiyang county finance in recent five years.

In order to grant a sound construction condition to all the projects, some special rectification actions were carried out by Guiyang county. On the other hand, relative departments upgraded their service level to provide best service for the projects and ensure all their work to be carried out fluently.

In recent 5 years, projects of expressways and high-speed railways, highways, urban main roads, rural networking roads, and village roads were handled out well in Guiyang county, which enabled the county to be with total 5758km roads, 197.3kms density of road network per hundred square kilometers and 100% upgrading of secondary level roads. On this point, only one-hour drive required from 90% villages to county downtown and half-hour drive required from 90% villages to entrances of expressways, which indicated that the great transportation pattern of one-hour economic circle and half-hour expressway entrance was formed initially in Guiyang county.
