Currently, “comments on supporting individual household to transform and upgrade to private enterprise” was issued by Chenzhou government. More favorable policies were listed on the file to fulfill the target that over 3500 individual households would be transformed to private enterprises successfully in 2015.

Followed with the file, all the individual households meeting with the standard of small and micro enterprise and being with certain scale are capable to apply for the transformation. A special one-stop service window should be set in administration service center of every counties and districts to handle out the transformation issues. On the process of handling the issues, some fees occurred would be beard by the government. All individual households can keep their former business name and all awards obtained and some tax payment and fees occurred can be deducted or exempted accordingly. Some transformed small and micro-enterprises are exempted from registered fees and some administrative fees in the first five years (before 2018).

Besides the favorable policies mentioned above, some more policies on employment training, social security, financial and other supports were figured out on the file. A 5-year transition period is granted to the transformed enterprises to pay the social security. During this transition period, they are legal to pay the fees with the both standards of enterprise and individual household. Furthermore, some award and subsidies are figured out by the government from the funds of employment and industrial guidance. According to the policy, all new transformed enterprises would be awarded with 3000 yuan of each by the government.
